Language policy implementation is a complex, multilayered process that produces both planned and unplanned outcomes. Understanding the policy implementation process can be achieved by identifying the agents, layers, and processes of language planning and policy activities, analyzing the layers independently, and examining the relationships among the layers. With respect to deaf education policy, such a multidimensional approach calls for attention to federal, state, and district guidelines as well as to how individuals act as policy-implementing agents when determining appropriate educational contexts for deaf students. A Little Now For A Lot Later: A Look At A Texas Advanced Placement Incentive Program, Clement (Kirabo) Jackson

The Texas Advanced Placement Incentive Program pays both students and teachers for passing grades on Advanced Placement (AP) exams. The program was implemented in schools serving primarily low-income, minority populations. Using a difference-in-differences strategy, I find that program adoption is associated with increased AP course enrollment and AP exam taking. Moreover, the program is associated with an increase in students scoring above 1100/24 on the SAT/ACT, and an increase in students matriculating in college. I find no evidence that the rewards distorted behaviors in undesirable ways. I present empirical evidence that teachers and students were not simply aiming to maximize …

Do Students Benefit From Attending Better Schools?: Evidence From Rule-Based Student Assignments In Trinidad And Tobago, Clement (Kirabo) Jackson

In Trinidad and Tobago students are assigned to secondary schools after fifth grade based on achievement tests, leading to large differences in the school environments to which students of differing initial levels of achievement are exposed. This paper uses instrumental variables based on the discontinuities created by the assignment mechanism, and exploits rich data which include the students’ test scores at entry and secondary school preferences to address self-selection bias. I find that attending a better school has large positive effects on examination performance at the end of secondary school. The effects are about twice as large for girls than …

This study examines preservice second-career teachers (SCTs), their motivations for switching careers, and their perceptions of the profession. Participants were graduate students in a blended online-residential Master of Arts in Teaching program (n=311). Profiles, characteristics, motivations, and perceptions were explored using the FIT-Choice (Factors Influencing Teaching Choice) Scale and focus groups.

Horner et al. (2005) present a review substantiating how single-subject research methodology can be utilized to determine whether interventions are evidence-based practices (EBPs). The current study utilized the Horner et al. research piece to: (a) systematically identify a set of quality standards for the evaluation of single-case research methodology used with learners with autism spectrum disorders (ASD), (b) operationalize these standards for evaluators, (c) investigate three additional quality indicators related to external validity (multiple studies, locations, and researchers), (d) create a protocol for evaluators, and (e) gather and analyze data from studies that meet a set of predefined criteria. Research on historically Black colleges and universities (HBCUs) has documented the positive impact of these institutions on Black students. Such research has shown that Blacks experience positive academic and social outcomes and a disproportionate number of students who graduate from HBCUs attend graduate or professional schools. Although ambiguity exists regarding how states must respond to the mandates of Fordice to dismantle dual systems of education in previously segregated states, several scholars note Fordice should manifest itself in the enhancement of public Black colleges. Responding to Fordice, the state of Maryland entered into an agreement with the Office of Civil Rights (OCR) to make its Black colleges comparable with their White counterparts. Researchers have asserted that historically Black colleges and universities (HBCUs) have theoretically emerged from a social contract between emancipated Blacks and America. Although these institutions have facilitated access to higher education, they have been neglected and underfunded compared to their historically White counterparts. Notwithstanding their significance, fewer African Americans are accessing these institutions, prompted by governmental initiatives, such as financial aid, the Civil Rights Act of 1964, and affirmative action. The role of remediation in higher education has generated much debate over the last two decades. While states have enacted policies that reduced or eliminated postsecondary remediation, many policy actors and analysts have not completely acknowledged the ways in which remediation affects college access and success for African American students. This review of research first explains why African American students are disproportionately underprepared for college-level work. Then, the authors summarize the debates concerning the role of remediation in higher education, synthesize the research on the effectiveness of postsecondary remediation, and discuss major and recent policy enactments. This paper reports a case study investigating how the use of instant messaging (IM) mediated ESL students’ motives in their participation in computer-mediated peer response (CMPR) tasks in an ESL academic writing class. Qualitative data including interview transcripts, chat transcripts, on-and off-screen behaviors captured on video cameras and with a screen-capturing tool, researcher observations, and student drafts collected from two low-advanced-level ESL students were analyzed. The role of grammatical knowledge in foreign language lexical processing is not clear. Providing evidence from a recent introspective study, this paper intends to demonstrate the significant contribution that such knowledge can make to inferring the meanings of unfamiliar words while reading, and to possible consequent acquisition of L2 vocabulary. 5 intermediate learners of English participated in this study. Concurrent think-aloud and immediate retrospective data collection procedures was used in individual research sessions followed by think-aloud protocols.
