Over the last half century, more than forty states across the nation have experienced school finance lawsuits as a consequence of perceived and real funding gaps between rich and poor districts (Rebell, 2001). Arkansas is one such state, with a long history of school funding battles in the courts. The legal challenges began in 1983, when the Arkansas Supreme Court initially found the state's school funding system unconstitutional under the equal protection clause of the state constitution .

Recently, policymakers at the Arkansas Department of Education were pleased to release the results of the 2008 Benchmark exams, which indicate more Arkansas students are becoming proficient each year. This is good news for Arkansas, as the Benchmark exam is an Arkansas developed exam used to compare student performance to state standards. Nevertheless, it is also important to take note of how Arkansas students perform compared to students across the nation, which is where the National Assessment of Educational Progress (NAEP) plays an important role. Minority enrollments at selective colleges and universities have historically been low. Affirmative action programs have been a primary driver for increasing enrollments. These programs were called into question in the Grutter and Gratz US Supreme Court cases (2003). The Court’s opinions in these cases provide direction for institutions in setting admissions policy. Using a qualitative methodology, this study examined the University of Georgia’s response to the Grutter and Gratz Supreme Court decisions. The study utilized data from interviews with UGA officials, as well as documentary evidence, to chronologically reconstruct the actions that UGA initiated following the Grutter and Gratz decisions. …

Where we go to School: Latino Students and the Public Schools of Boston focuses on the experience of Latino children in the Boston Public Schools (BPS). Using available public data that had not previously been compiled, it aims at the fullest view possible of the Latino school population.
Boston Public Schools is the largest school district in the state, enrolling 56,765 students in AY 2006, the school year that is the focus of this study. School enrollments in Boston have been both shrinking and diversifying. In 2000-2001, for example, enrollments numbered 63,024; just five years later, enrollment was 9.6% lower. …

Assessment is a vital component of any program or initiative in terms of monitoring and strengthening its impact. Assessment involves establishing outcomes (programmatic, learning, etc.), verifying that efforts are aligned with those outcomes, assessing impact, and “closing the loop” by using what is learned to make improvements. This presentation focused on characteristics of quality assessment, such as the need for it to be valid, reliable, actionable, and efficient. AAC&U’s cluster of intellectual and practical skills for a liberal education include inquiry and analysis; critical and creative thinking; written and oral communication; quantitative literacy; and teamwork and problem solving. The purpose of this study was to explore how selected superintendents are experiencing the collective bargaining process. Exploration included an examination of the various roles that selected superintendents have played in the collective bargaining process within rural and suburban school districts in Michigan.
Furthermore, exploration included thematic areas of greatest challenges facing superintendents in recent collective bargaining negotiations. Particular emphasis was given to the style of collective bargaining environment that superintendents reported as most conducive to successful contract negotiations. In addition, the rising cost of health care benefits was a significant point of emphasis within this study.

Diversity in the population along with the diversity of testing usage has resulted in smaller identified groups of test takers. In addition, computer adaptive testing sometimes results in a relatively small number of items being used for a particular assessment. The need and use for statistical techniques that are able to effectively detect differential item functioning (DIF) when the population is small and or the assessment is short is necessary. Community college enrollment doubled during the 1940s and 1950s, but during the 1940s and 1950s, it was not common to compare male and female enrollment patterns. For this study, I disaggregated male and female enrollment information from four editions of American Junior Colleges (1940, 1948, 1952, and 1956) in order to explore the gendered meaning of access in regard to two-year colleges during the 1940s and 1950s. This dissertation uses historical analysis to understand the political and social conditions that allowed for the creation of a cabinet-level Department of Education when many congressional representatives, state governments, and citizens of the United States were ideologically against federal involvement in education. A cabinet-level Department of Education posed problems for the United States because nowhere in the nation’s Constitution is education mentioned, thus leaving education to be a function of the states according to the 10th Amendment. Through examining the levels of integration in public and private schools across the United States, it is clear that the spirit of Brown v. Board of Education was never fulfilled. Students are still learning in an overwhelmingly homogeneous environment. Even in diverse neighborhoods there is a difference: the poor and minority children attend the public schools and the wealthy children attend private school. Thus, the urban public schools remain overwhelmingly minority, while private schools are overwhelmingly white. There is a clear discrepancy between black and white students in terms of size of school and quality of education.

Freedom Schools, which operated during 1964 after the collaborative efforts of several Civil Rights organizations, provided an opportunity to understand how students can drive the curriculum to meet individual and collective needs within a community. The presence and use of poetry throughout the Freedom Schools was mysterious, given that it is virtually absent in the curriculum guide, memos, and documents prepared by the administrative staff members and teachers. Students’ poetry not only revealed the intersections and layers of lived experience, society, and culture, but also their agency in the context of an anti-oppressive education project.

Educational reform has brought great improvements in educational outcomes for Massachusetts students. In the past decade, achievement scores have risen for all students in Massachusetts; today the Commonwealth ranks first among all states in the overall National Assessment of Educational Progress (NAEP) scores. However, it also ranks among the five states with the widest “gap” in achievement between white and Latino students in both NAEP Math and Reading. These gaps in achievement show that the benefits are not reaching all children. In response to public concern over fairness in testing, conducting a differential item functioning (DIF) analysis is now standard practice for many large-scale testing programs (e.g., Scholastic Aptitude Test, intelligence tests, licensing exams). As highlighted by the Standards for Educational and Psychological Testing manual, the legal and ethical need to avoid bias when measuring examinee abilities is essential to fair testing practices (AERA-APA-NCME, 1999). The growth of the community college has created an access point for many students that traditionally would not pursue higher education. Although community colleges have soared in enrollment in the last forty years, the rate at which students persist and graduate has remained low compared to four-year institutions. Studies on college persistence and academic achievement indicate that there is a consistency of characteristics among community college, low-income, and first-generation students. This paper discusses the challenges faced and the lessons learned in bringing forth mystory (Ulmer, 1989). The ‘Author’ a self identified native anthropologist having had an experience of the ‘peacock stories’ 3 years after her dissertation field work, finds herself caught in the third space. She returns home to the stories and chooses to use frames drawn from poststructural analytic approaches, hermeneutical phenomenology, and performance theories to make meaning of her experience via its performative representation (Denzin, 2003). Boston MA’s schoolyards had seriously deteriorated since the middle of the 20th century resulting in dangerous and unusable outdoor spaces. Beginning in the mid 1990s, a program to renovate these schoolyards has resulted in approximately half of the schools now having outdoor recreational, learning and garden spaces. This study compared the 4th grade test score results in renovated vs. unrenovated schools. Controlling for school demographics, schools that had a renovated schoolyard had more of their students passed the state mandated math test (1.06, 95% confidence interval = .00012, .12). Effects on the state mandated English language arts test were not …

In 2003, there were 586,523 international students in U.S. institutions. International students make up 13 percent of U.S. graduate students, and account for one-fifth of all doctorates. Some students remain in the U.S., while others return to their home countries. Either way, however, international students represent a very significant portion of the U.S. higher education field. Yet the literature on international graduate students is surprisingly sparse. While there are many studies of the international graduate student experience, they tend to focus mostly on language acquisition, academics, acculturation and social adaptation.
