A travers un cadre theorique femme/genre et developpement, les auteures menent une discussion sur la sous-scolarisation des filles au Rwanda. Elles explorent ensuite comment les inegalites de genre interagissent avec des inegalites socioeconomiques et regionales pour entraver l'acces equitable et la participation des filles it l'education formelle au cours des periodes coloniale, apres l'independance et postgenocide. Dans la suite, elles montrent comment les organisations de femmes jouent, actuellement, un role crucial dans la promotion de l'empowerment des filles et l'equite de genre en education a travers la conscientisation a la problematique de genre, des programmes et activites innovateurs.

Decolonizing Indigenons Education: Beyond Culturalism: Toward Post-Cultural Strategies, Yatta Kanu

As a response to the recent international calls to decolonize the education of Indigenous students and increase school success among them by including indigenous knowledge into school curricula, aspects of Aboriginall cultural knowledge/perspectives were integrated into the Social Studies curriculum in a Canadian inner city school in order to appraise the effect on academic achievement, class attendance and school retention among some Canadian Aboriginal students. Results suggest some optimism about increasing school success among these students by integrating Aboriginal perspectives. Since the endorsement of a socialist market economy in 1992 in the 14th National Congress of the Chinese Communist Party, self-financing and fee-charging principles have been widely adopted, and finally legitimized in China's higher education system. However, refonns in China's post secondary education, mainly privatization and tuition fee hikes, have produced some serious controversies and concerns among students, parents, and international education researchers. This article delves into the issues of post secondary education refonn in China and brings into attention problems that occur when policies are institutionalized in a centralized decentralization setting.

This paper focuses on the barriers that new immigrants face, in spite of their utilization of the services provided, to their participation and integration into society and the economy in order to better understand the events, factors, and difficulties that have an impact on their economic outcomes. Qualitative methodology and a grounded theory perspective were used to develop themes and patterns from their stories. An inclusive, multidimensional framework, including institutional, structural, situational, dispositional, informational, and self-determination factors for thinking about their participation and integration into society and the knowledge economy related to employment and education has emerged from this study. …

Civics and Citizenship Assessment

The process of political socialisation of adolescents includes more than the acquisition of knowledge about society, citizenship and the political system. In a democracy, citizens are expected to participate actively in the political process. Active participation, however, requires citizens to believe in their own ability to influence the course of politics, in other words, to feel politically efficacious. Therefore, enhancing control beliefs and the willingness to act politically could be viewed as important areas of civic and citizenship education. Serving as introduction to the collection of papers in this issue, this paper takes up seven themes to situate each paper in the debates that characterize the field of citizenship education and to attempt to understand the linkages between values, human rights and citizenship education in a transnational era. Various bilingual education models can either empower or disable minority students according to their goals, structures and human relations (Akkari, 1998). This article presents the findings of a case study on a bilingual program that exists in Western Canada. It examines the structure and contents of the program, and then, based on interviews with a group of Grade 6 bilingual students, discusses their self perceptions of their citizenship, ethnic identity and multicultural thinking.

One important reason for the inadequacy of current citizenship education is that children – defined here as all young persons under age 18 - are rarely seen and treated as citizens in their own right. To the extent that children are educated about citizenship, they typically learn about their rights and responsibilities as future adult citizens. They rarely learn that they are citizens of the present and they are rarely treated as such. Dealing with citizenship education as a part of formal education, I argue that the international human rights culture and human rights education can serve as a fundamental reference for contemporary citizenship education and that conflict pedagogy is an adequate teaching strategy. I try to draw a picture of how such education can be perceived from a pedagogical and didactical point of view, making a set of recommendations to actualize this perspective on values and citizenship education.

Around the world there is concern about the disengagement of citizens from participation in civic life. Emerging from that concern have been calls for new initiatives in civic education and many jurisdictions have developed and implemented new programs in the area. Seen positively, transnationalism enriches the cultural, linguistic and religious diversity of many countries and enhances the exchange of goods and services in the increasingly globalized economy. Seen negatively, transnationalism creates disunity in terms of introducing new ethnic, linguistic and religious traditions in developed countries, and poses risks to security and national well being. This paper describes the methodology of Object Teaching and relates how its appearance in Brazil was a transnational phenomenon that achieved its maximum articulation in 1886 with Rui Barbosa’s translation of Norman Calkins’ Primary Object Lessons.
