Purpose: The purpose of this policy Delphi study was to identify the strategies California K-12 expert principals deem necessary for the implementation of a transition from a traditional grading and reporting system to a standards-based grading and reporting system, utilizing a panel of expert principals to rate the importance of the identified strategies and to recommend the best methods of implementing the five most important strategies.

The Every Student Succeeds Act has set the course for new accountability measures for school and system leaders. How principals lead organizational change might be key to the success their schools experience and the achievement results of their students. This phenomenological study examined the professional experiences, leadership trainings, and strategic initiatives of traditional public school principals who led organizational change efforts that resulted in two academic rating increases within a three-year period. Five principals, representing elementary and high school, were interviewed to collect data on their experiences of leading successful organizational change. Socioeconomics has been a factor that exposes the disparities in student achievement across communities within the state of New Jersey, and as a result of the disparities, in 1985, the Education Law Center filed the first ruling of Abbot v. Burke; this case ruled that significant funding be provided in an effort to ensure that underprivileged students within these underperforming districts receive public education in accordance with the state constitution. However, despite the funding efforts, since 1985, (87%) of the 31 school districts identified as Abbott not only remain underprivileged, but they also remain underperforming. The purpose of this quantitative study was to research how school and principal demographics influence a principal’s implementation of the walkthrough process. Principals from New Jersey were administered a survey to provide insight into how they implement the walkthrough process in their schools. The findings suggest that socioeconomic status and level of principal experience have no influence on how walkthroughs are implemented; however, the findings also suggest that level of principal experience does have an impact on whether or not principals share the results of walkthroughs with teachers.

As cell phone use has become commonplace in society, school leaders have debated the positive and negative impacts of permitting cell phone use in schools (Kiema, 2015). In 2015, New York City public schools removed their cell phone ban for 1.1 million students (Allen, 2015). A reason for reversing the ban was that the policy had a disproportionate impact on low students who were more likely to have their cell phones confiscated because of metal detectors in the schools they attended (Allen, 2015).
