The first purpose of this project was to review current literature regarding whole language and cooperative learning. The second purpose of this project was the development of whole language, cooperative learning strategies and accompanying application lessons for use at the first grade level. Ten cooperative learning strategies and application lessons were developed utilizing a whole language approach. The lessons were centered around children's literature and focused on reading, writing, listening, and speaking activities that were whole, purposeful, and meaningful.

The purpose of this study was to identify priority components and measurement standards of an effective K-6 At-Risk Program, then develop a resource guide for At-Risk program managers. A survey was sent to the Washington school districts with at-risk programs in place, as identified by the "Student Retention and Retrieval Program" handbook issued by the Office of the Superintendent of Public Instruction. The survey was successful in helping identify the most effective program components: individual and small group counseling, classroom presentations with published materials, parent education, attendance monitoring, and peer/adult tutors. The interrelationship of clinical supervision and peer coaching strategies to improve instructional effectiveness were studied. A peer coaching in-service program, detailing coaching procedures and activities, was developed and implemented in the social studies department at Mount Si High School. The results of the program showed that peer coaching can be utilized by teachers to assume greater leadership and responsibility in the area of instructional improvement.

The achievement gains and losses of integrated 5th grade resource room students at Martin Luther King, Jr. Elementary School in the Yakima School District were studied. Nine resource room students were pre and post tested for achievement in reading, spelling, and mathematics. Teaching methods included cooperative learning, small and large group instruction, and peer tutoring. The results showed support for the integration of learning disabled students into a whole language, cooperative learning, regular education environment.

Often, the results are published for the community. It is important for the building principal to use these data in positive ways to enhance student growth. An implementation handbook for principals who wish to begin an advisory program at the secondary level was developed. Thirtynine principals from middle schools and high schools in Washington State were surveyed concerning the need for advisement programs at the secondary level. Questions concerning need, scheduling, evaluation, in-service, and program administration were asked in the survey. The information from the survey, as well as information contained in the literature, was used in the development of the implementation handbook.

A study was conducted to determine whether computer assisted instruction or the traditional ESL teaching method was more effective in teaching Limited English Proficient (LEP) students, English language proficiency. Twenty-two second grade subjects were separated into two groups at one elementary school in Yakima, Washington. The experimental group received computer assisted ESL instruction, while the control group was instructed with the traditional ESL teaching method. Analysis of the results supported the research hypotheses for one of the three dependent variables. Literature about the basal reader approach and the whole language approach to teach reading was reviewed. The reviewed literature for this project supports using the best of both teaching methods with the goal being to teach more whole language-like. This could be done by starting with the basal series required by the school district and then easing into a more whole language approach as the individual teacher feels comfortable with it. The goal of the teacher should be to make language learning whole, purposeful, and meaningful. Activities based on these assertions about language were compiled.

The purpose of the project was to develop a curriculum based assessment model using Custer Elementary School's prescribed curriculum that would identify academically at-risk students and provide intervention services. A curriculum based assessment model was developed based upon the major assumptions that measurement of pupil progress should: (1) be directly related to the curriculum the student is taught; (2) be repeated frequently; and (3) guide instructional planning for the student. A handbook for activities coordinators in AAA-size high schools was developed. The result of the study indicated that management of student activities was moving to the supervision of an assistant principal, and that a representative document for implementation and organization of student activities was needed. Further, the study demonstrated that a handbook for advisors and for students needed to be developed to complete the organizational loop.

Data were collected from all AAA-size high schools. Representative common job responsibilities for a half-time activities coordinator were provided. Recommendations from the conclusions were discussed.

Based on the review of the literature and research, the relationship of school learning climate and student achievement is explored. Common ideological, organizational, and leadership factors characteristic of high-achieving, "effective" schools are identified and their relationships examined. Ideological factors identified are: 1) A belief that all students are expected by staff to reach high levels of achievement; 2) A belief that individual and school-wide performance on achievement tests is an appropriate goal and measure of school effectiveness; and 3) A belief that self-concept is an important factor in student achievement. The practice of job sharing, in which two teachers share the responsibilities of one teacher, is described. A comprehensive review of related literature is presented. Perceptions of those directly affected by the practice in one school district were gathered through 70 structured interviews with elementary principals, job sharing teachers, full-time teacher colleagues, students in job sharing classrooms, and parents. The study reveals predominantly positive reactions to the practice, and supports continuation of job sharing as an employment option for teachers.
