The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

In a report to the Arkansas Joint Senate and House Education Committee meeting in September 2014, Picus Odden & Associates recommended that the Legislature change the state’s transportation funding system. Currently, transportation funding is distributed from the state to districts on a per pupil basis as a part of the unrestricted foundation formula. In doing so, the system does not account for the variation in costs of transportation for districts across the state; therefore, Picus Odden & Associates recommended that the state’s transportation funding structure be changed. Across the nation, over 1.3 million threeand four-year olds attend state funded pre-K programs in 40 states (and Washington D.C.).1 In Arkansas, over 25,000 three- and four-year olds are enrolled in state-funded programs. Since 2008, approximately $111 million a year of state funding has been spent on preKindergarten in Arkansas. 2 In the 2014 election season, the topic of pre-K and state funding for pre-K has been debated in a number of state races, including Arkansas. Therefore, the purpose of this policy brief is to describe pre-K in Arkansas and summarize the existing research examining the impact of pre-K.

The equity and adequacy of facilities funding for charter schools (as well as traditional public schools (TPS)) is a topic of hot debate in Arkansas and across the country. Proponents of charters argue that charter schools are burdened due to a lack of facilities funding. Other argue that there are great needs in our TPS districts as well, and that these needs should be met first. This brief describes what facilities funding is currently available to charter schools in Arkansas and what other states are doing that we could possibly leverage here in the Natural State.

Continued improvements in life expectancy and fiscal insolvency of public pensions have led to an increase in pension entitlement ages in several countries, but its consequences for subjective well-being are largely unknown. Financial consequences of retirement complicate the estimation of effects of retirement on subjective well-being as financial circumstances may influence subjective well-being, and therefore, the effects of retirement are likely to be confounded by the change in income. At the same time, unobservable determinants of income are probably related with unobservable determinants of subjective wellbeing, making income possibly endogenous if used as control in subjective wellbeing regressions. Act 601, passed in April 2013, allows for schools to apply to become “schools of innovation.” Accepted schools receive flexibility from certain regulations in order to facilitate the use of innovative approaches to teaching and learning. In this policy brief, we discuss the history of Act 601, similar models in other states and their results, the application and approval process, the 2014-15 schools of innovation, and the role of the Office of Innovation for Education in supporting schools of innovation.

The 2013-14 school year marks ten years since the Arkansas General Assembly passed legislation to construct a new K-12 funding system in response to a 2002 Arkansas Supreme Court ruling in the decades-long court case, Lake View School District No. 25 v. Huckabee. The General Assembly established a foundation formula to provide adequate funding to districts across the state and created categorical funding to provide additional equity funding to districts based on need. In the past decade, there has been a growing trend of offering opportunities to high school students to earn college credit. These opportunities have come in many forms: Advanced Placement (AP) courses, International Baccalaureate (IB) courses, dual enrollment, and concurrent enrollment. In April 2014, the National Center for Education Statistics published a national report on state-level graduation rates in 2010-11 and 2011-12. The news was positive for the nation, as the national rate reached 80% for the first time, and for Arkansas, as students in the Natural State boasted higher than average rates in both years. While the statewide news was good, Arkansans may well be interested in the graduation rates of particular schools across the state.

The “Promise” strategy gained prominence with the announcement of the Kalamazoo Promise program in Michigan in November 2005. The program, known as a universal, place-based scholarship initiative, offers full college tuition to any Kalamazoo Public Schools graduate attending a public college in Michigan. In January 2007, El Dorado, Arkansas announced the El Dorado Promise: a new program that guaranteed that high school graduates from the area can afford college thanks to a $50 million gift from the Murphy Oil Corporation. Policy Briefs

The existence and expansion of charter schools in Arkansas continue to be controversial. Proponents of charters argue that charter schools are unfairly burdened because they do not have access to local property tax revenue. Critics of charters, on the other hand, argue that charter schools pull funding away from traditional public schools. This brief examines the funding of traditional public schools and charter schools across the state and in the particular regions in which most Arkansas charter schools are located.
