This report analyzes the Southern Nevada employment ecosystem by utilizing occupational clusters recognized by the U.S. Department of Labor. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. Next, this report utilizes the Las Vegas Global Economic Alliance’s 2022 Workforce Blueprint to identify the top 15 in-demand occupations for Southern Nevada and occupational clusters. A case study of the MGM College Opportunity Program (COP) is presented to demonstrate an existing workforce training program that promotes upward mobility of leisure and hospitality employees …

When immediately entering the labor market post-high school graduation, Transitional Age Youth with Autism Spectrum Disorder (TAY-ASD) face significant barriers to employment compared to both their disabled and non-disabled peers. With employment outcomes characterized by low wages, short work hours, and social isolation, TAY-ASD from low income households with lower levels of functioning face the greatest hardship in seeking employment after high school graduation. Current vocational rehabilitation (VR) programs show inefficiency in servicing individuals with the greatest need for assistance due to lack of program monitoring and little emphasis for post-secondary education (PSE) attainment. Vocational Training Programs And Youth Labor Market Outcomes: Evidence From Nepal, S Chakravarty, M Lundberg, Plamen Nikolov, J Zenker

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

Under the leadership of Superintendent Darienne Driver, Milwaukee Public Schools introduced a bold initiative to address the driver’s licensing needs of MPS students through a Universal Driver Education program. This report describes the pilot project offering free driver education services to 257 students at four high schools in spring and summer of 2016. The project successfully targeted subpopulations identified as most in need of affordable driver education, including youth of color, students living in neighborhoods with high child poverty, and students from families with lower-income. The University of Wisconsin-Milwaukee Employment and Training Institute examined the driver’s license status of Wisconsin youth aged eighteen as of January 1, 2016, using license records from the Wisconsin Department of Transportation Division of Motor Vehicles. Only 30% of Milwaukee eighteen-year-olds had a driver’s license (probationary or regular), compared to more than twice that rate (66%) for eighteen-year-olds statewide. Stark differences were seen in Wisconsin driver’s licensing rates by race/ethnicity, neighborhood levels of child poverty, and zipcodes with concentrations of “working poor” families. Disparate licensing rates give suburban and exurban youth in the Milwaukee metropolitan area a head start over …

This study examines the link between veteran status of program counselors and veterans’ views of the VA vocational rehabilitation programs. Researchers interviewed 11 veteran rehabilitation counselors (VRCs), and examined a sample of veterans who had utilized veteran rehabilitation and employment services. In practice, Veterans appear to associate more positive attributes with veteran counselors, including more positive counselor behaviors and more satisfaction with the rehabilitation program overall. In policy, VA administrators may wish to observe common practices among vocational rehabilitation counselors to identify any systematic differences in behavior between these two populations. In this study, researchers found that veterans with college training were more likely to become employed when they also received job search assistance and job placement assistance, as well as that veterans without such training increased their probability of employment after receiving diagnoses and treatment of impairments, VR counseling, job placement assistance, rehabilitation technology, and other supports. In practice, the results of this study provide important information for rehabilitation counselors, vocational counselors, and other practitioners working with veterans with disabilities. In policy, policymakers should work to support and expand state VR programs to reach a wider population of veterans. Suggestions …

This study found that the transfer of skills gained through military training was not statistically different from skills related to most forms of non-military training. In practice, for the transitioning service-member, this research highlights the importance of seeking and cultivating opportunities to leverage knowledge, skills, and abilities developed as a result of military training and experience. In policy, individuals developing military training programs should purposefully focus on curriculum development in a way that makes the linkages between learned skills and the civilian labor market clear and explicit. Setting expectations and goals in high school is key for a successful transition into adulthood. Postsecondary education is a particularly important goal because higher levels of educational attainment are associated with increased quality of life, including better employment outcomes. Unfortunately, the transition plans of students with autism do not often include postsecondary education as a goal.

Since its launch in 2008, Commonwealth Compact has grown steadily, employing several strategies to promote diversity statewide. The Benchmarks initiative has collected data, analyzed in this report, on a significant portion of the state workforce. Guided by Stephen Crosby, dean of the McCormack Graduate School of Policy and Global Studies at UMass Boston, Commonwealth Compact has conducted newsmaking surveys of public opinion and of boards of directors statewide. In addition, it has convened ongoing coalitions with its higher education partners, and established a collaborative of local business schools aimed specifically at increasing faculty diversity. One potential arena of employment for young people with disabilities is the arts. This brief reports on effective strategies that 47 young artists with disabilities used to gain access to arts-related experiences in order to further their educational and career pathways. Across program years 2002–2005, these young artists, all aged 16 to 25, were finalists in the VSA arts/ Volkswagen of America, Inc. Program, an arts competition that was intended to showcase their talents and accomplishments. College students with disabilities enter with less work experience and have a harder time finding jobs than their nondisabled peers. Experiential education-- mentoring, internships, job shadowing, and so on-- can create a bridge to graduation and employment. However, that requires college professionals to consider access issues for all students. A new Institute Brief provides basic disability awareness information, suggests ways to create welcoming career offices, and offers ideas to increase access to experiential education.

This study tracked records on 142,755 students attending the University of Wisconsin-Milwaukee during the period Fall 1988 through Fall 2000. Student files were used to construct a longitudinal database tracking semester experiences, graduate information, and demographic data and matched against January 2000 Wisconsin Department of Transportation driver’s license data and Wisconsin Department of Workforce Development data on all employer-reported wages for Wisconsin companies, nonprofits, and government agencies. Most Wisconsin high school graduates attending and graduating from UWM with a bachelor’s degree continue to live and work in Wisconsin.
