The brief was to conduct a broad sweep of literature that has surfaced since the publication of the Australian Professional Standards for Teachers in 2011, and to consider how this literature could inform any future review of the standards. This multi-pronged scan method identified eleven topics that have increasingly influenced teachers' work over the past decade. The environmental scan report provides a critical review of current educational research and policy literature for each of the 11 topics. This report aims to establish a strong evidence base for planning a validation study of professional standards for teachers. It presents findings from a rapid "snapshot" review of relevant research literature, to identify previous examples of validation studies, and extract lessons from these about worthwhile methods and considerations in research design. This review was originally conducted to inform the design of a validation study of the draft Myanmar Teacher Competency Standards Framework, but may also have wider relevance to other education systems pursuing similar standards-based reforms. This paper focuses on the challenge of developing a system forrecognising and rewarding accomplished teachers operated by the teaching profession – a standards-based professional learning and certification system. The author discusses the potential impact on Australian education of the creation of the interim National Curriculum Board (NCB) and subsequently the Australian Curriculum, Assessment and Reporting Authority (ACARA) and of the National Partnership on Quality Teaching (NPQT). The author argues that their roles should be seen as distinct, but complementary and mutually reinforcing – which has important implications for the new national curriculum, the success of which will depend fundamentally on the willingness and capacity of teachers to meet related standards.

It also provides a brief review of contemporary theory and research on leadership relevant to leadership standards. There is widespread concern about the recruitment, preparation, continuing professional development and recognition of school leaders. Leadership standards are a central component of most proposals for addressing these concerns.

The Victorian Institute of Teaching implemented its new registration procedures for Provisionally Registered Teachers (PRTs) in 2004. A pilot version of these procedures was trialled in 2003, and evaluated by ACER (Kleinhenz and Ingvarson 2004). In February 2003, the Victorian State Minister for Education and Training launched the ‘Standards and Professional Learning Project’ as the first major policy initiative of the new Institute. The brief of the project was: to develop professional teaching standards for full registration, and to support new teachers (who were mostly newly graduated teachers from tertiary teacher education programs) to move from provisional to full registration at the end of their first year of teaching.
