Civics and Citizenship Assessment

The International Civic and Citizenship Education Study (ICCS) investigates the preparation of young people to undertake their roles as citizens. It gathers and analyzes data from representative national samples on students’ conceptual knowledge and understanding of civics and citizenship, as well as their attitudes to, and engagement with, aspects of civics and citizenship. ICCS builds on a succession of IEA studies in this field dating back to 1971, and especially since 2009. The International Civic and Citizenship Study (ICCS) 2022 continues IEA’s investigation into the ways in which young people understand and are prepared to be citizens in a world where contexts of democracy and civic participation continue to change. This assessment framework provides insight into the study’s conceptual background, cognitive, affective-behavioral and contextual content, and assessment design. It also describes content relevant for the measurement of the United Nations’ Sustainable Development Goals (SDGs) that is related to Global Citizenship Education (GCED) and Education for Sustainable Development (ESD). This report examines the performance of students enrolled in the IB Primary Years Programme (PYP) and the IB Middle Years Programme (MYP) on the ACER International Schools’ Assessment (ISA) compared with non-IB students from the same ISA cohorts. The ISA is an assessment created especially for students in international schools in Grades 3 to 10. The assessment asks both multiple-choice and open-ended questions in the areas of writing, reading, mathematics and science, and provides international normative information about student performance. The Trends in International Mathematics and Science Study (TIMSS) is an international comparative study of student achievement directed by the International Association for the Evaluation of Educational Achievement (IEA). TIMSS was first conducted in 1995 and the assessment conducted in 2019 formed the seventh cycle, providing 24 years of trends in mathematics and science achievement at Year 4 and Year 8. The second cycle of ICILS in 2018 (ICILS 2018) continued to investigate students’ computer and information literacy (CIL) and also investigated students’ computational thinking (CT). This dimension involves conceptualising problems (through algorithmic or systems thinking) and operationalising solutions (creating, implementing, and evaluating computer-based responses to problems). The inclusion of CT as an option in ICILS 2018 reflects recent interest by educators, researchers, and policymakers in the value of CT in schooling. ICILS 2018 studied how these components of digital competence related to each other and to the school and out-of-school contexts that support learning with and about computer technology. This …

The Sustainable Development Goals (SDGs) mark a welcome shift in global discussion of education, because now we are talking not only about getting children into school, but also about making sure that they are learning. At the same time, the SDGs introduce a new layer of complexity, because we need to define what quality education means in a way that is meaningful across international contexts.

This short paper describes how the development of global learning progressions provides an innovative solution, to balance the need for flexibility and consistency in global monitoring of learning.

As a technical partner of the UNESCO Institute for Statistics, ACER-GEM has created reporting scales for reading and maths, with the intention of enabling countries to examine and report the outcomes of their assessment activities using a common framework. This report gives the theoretical and contextual background to the scales, and describes the steps in the drafting process.

The purpose of this correlational study was to examine Georgia's Criterion-Referenced Competency Test (CRCT) scores of 8th grade students and End of Course Test (EOCT) scores of the same students as 9th graders in the areas of language arts and mathematics to test the theory that a relationship exists between the two tests. The study also examined the 8th grade CRCT scores as being predictors of the 9th grade EOCT scores. Three cycles, or classes, of 8th grade CRCT scores and corresponding EOCT scores were used. The study used data from a small semi-rural school district in northeast Georgia. The …

Distance writing programs still struggle with assessment strategies that can evaluate student writing as well as their ability to communicate about that writing with peers at a distance. This article uses Kim, Smith and Maeng's 2008 distance education program assessment scheme to evaluate a single distance writing program at Old Dominion University. The program's specific assessment needs include the ability to determine how well students are developing expert insider prose and working together as a virtual community. For years, I was highly skeptical about using multiple-choice questions to assess law students' learning.' Clients, after all, do not ask lawyers to solve multiple-choice problems. I have realized, however, that multiple-choice quizzes can be a highly effective technique to include in any doctrinal class. Well-designed multiple-choice quizzes can help students in any size class learn foundational doctrine, provide feedback to teachers and students, develop students' interpersonal skills, and prepare students for the bar exam. Although the "click-and-point" virtual classrooms of today hardly resemble the brick-and-mortar classrooms of yesterday, one thing seems to not have changed: the prevalence of paper-based tests. Paper-based tests have been the staple of education for centuries and will most likely persist for many years to come. Standardized tests play a great role in education. In Malawi, results of these tests are used to make: critical decisions about individuals, hence the need for students to be well prepared. Students' performance can be influenced by their teachers' attitude toward and knowledge of standardized tests. This survey was designed to establish Malawian teachers· knowledge of standardized tests and their attitude towards these tests. While the teachers displayed positive attitudes, it was found that they would benefit from more knowledge about standardized tests.
