The Great Student Swap, Aaron Klein
The Great Student Swap, Aaron Klein
Policy Briefs and Reports
For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). I find that the share of out-of-state students has risen by an average of 55 percent since 2002 and that 48 of …
The Effect Of Decreased Government Funding On University Policy To Attract International Students, Lauren Elizabeth Gateley
The Effect Of Decreased Government Funding On University Policy To Attract International Students, Lauren Elizabeth Gateley
Haslam Scholars Projects
The United States has maintained a dominant role in International Higher Education for decades. However, changes to public university budgets and difficulties in retaining international students after graduation has caused the United States to lose its grip in this industry. Data from 690 public 4-year or above institutions were accessed through the Integrated Postsecondary Education Data System (IPEDS) to measure the effect of decreases in state appropriations as a percent of core revenues on the number of international students enrolled each year from 2008-2018. After controlling for tuition and fees as a percent of core revenue, land grant status of …

K-12 Education
This fact sheet examines K-12 school finance indicators drawing from an original report by Albert Shanker Institute and Rutgers University Graduate School of Education. These indicators show whether states are funding school districts to national standards. This fact sheet examines state-level data for the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah) from the State School Finance Profiles report for the 2018-2019 school year.
Strengthening The Southern Nevada Workforce Pipeline, Katie M. Gilbertson
Strengthening The Southern Nevada Workforce Pipeline, Katie M. Gilbertson
Student Research
Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. While these are valuable traits, the lack of educational attainment within the leisure and hospitality workforce suppresses employees’ …

The Nebraska Covid-19 Early Care And Education Provider Survey Iii: “Holding It Together—And Hanging By A Thread” May 2022, Alexandra Daro, Kathleen C. Gallagher, Kristen M. Cunningham
Buffet Early Childhood Institute Reports and Publications
In February 2022, the Buffett Early Childhood Institute conducted the Nebraska COVID-19 Early Care and Education Survey III, in collaboration with state agencies, University of Nebraska faculty, and organization partners. This third survey examined the impact of the COVID-19 pandemic on Nebraska’s child care professionals and its implications for practice and policy. Results from the previous surveys, released in April and August 2020, indicated that early care and education professionals in Nebraska, who were already vulnerable prior to the pandemic, have been negatively impacted from the start of the pandemic. The first survey elevated providers’ immediate needs, including funding relief, …

Research Collection Lee Kong Chian School Of Business
In a commentary, SMU Assistant Professor of Finance (Education) and Director of Citi-Foundation SMU Financial Literacy Programme for Young Adults Aurobindo Ghosh shared his views on the metaverse and the opportunities to make money in the metaverse economy. While pointing out that lowering the cost of service and standardising service, as a virtual banking establishment, might increase customer experience for financial services, Asst Prof Ghosh cited a 2021 survey conducted by the Citi-Foundation SMU Financial Literacy Programme which found evidence that financial inclusion among young adults reduces impediments to banking like access to branches and documentation requirements.

Aid For Ed: An Analysis Of Rwanda’S 12-Year Basic Education System And Its Relationship With Government-Channeled Aid, Gabriel K. Anzeze
Independent Study Project (ISP) Collection
The field of foreign aid has been widely explored, particularly as relates to economic development of developing states. This paper however delves into the specific utilization of foreign aid within the education sector in Rwanda and the effects it bears not just on the recipient state in general, but also on its financial practices with regard to aid. By exploring trends in financial expenditure by aid agencies and government, it appears that foreign aid does not necessarily influence government budget allocations and this absence of ‘crowding-out’ gives Rwanda an upper hand in managing foreign aid. Education also appears to be …

A Velvet Rope Of Exclusion: The Delmar Divide, Madison Beirne
A Velvet Rope Of Exclusion: The Delmar Divide, Madison Beirne
Undergraduate Research Symposium
Many reports have been published about the complex topic of segregation in the Greater St. Louis area. However, the effect of years of systemic segregation on education has not been adequately discussed in a modern context. This report studies the root causes of the Delmar Divide in an attempt to understand the impact it produced in the educational community. St. Louis is a classically divided city and the public-school system has suffered as a result of educational inequities. This work focuses on how the Delmar Divide created pockets that continue to marginalize residents, particularly students. The effect that purposeful segregation …

"Backpack" Food Programs Linked To Higher Test Scores For School Children, Michael Kurtz, Karen S. Conway, Robert D. Mohr
"Backpack" Food Programs Linked To Higher Test Scores For School Children, Michael Kurtz, Karen S. Conway, Robert D. Mohr
The Carsey School of Public Policy at the Scholars' Repository
Nationwide, over half a million children live in households that report very low food security among children, meaning a child is not eating enough, going hungry, skipping a meal, or not eating for a full day because the household can’t afford food. School meals cannot alleviate this need outside of school hours. To mitigate food insecurity on days when free school meals are unavailable, foodbanks have partnered with schools to create weekend feeding, or “BackPack,” programs that provide children with a bag of nonperishable food to nourish them over the weekend.
In this brief, authors Michael Kurtz, Karen Conway, and …

A Quasi-Experimental Investigation Of Tennessee Promise And Career And Technical Education Postsecondary Enrollment Responses, Gresham D. Collom
Educational Leadership and Policy Studies Publications and Other Works
In this study I deployed quasi-experimental methods to explore the effect of the implementation of a statewide free-college program, Tennessee Promise, on enrollment in postsecondary career and technical education programs. State policymakers implemented the Tennessee Promise, a free-college program for recent high school graduates attending public, two-year institutions, in 2015. As postsecondary attainment in the United States falls short of workforce needs, there has been an increased focus on postsecondary career and technical education credentials and degrees linking workforce needs directly with educational programs (Lumina, 2019; Perkins V, 2019). However, it is currently unknown whether access to statewide free-college funding …

Is Price Why Students Don't Get Their Books? Undergraduate Acquisition Of Class Materials, Joseph Todd Patton
Is Price Why Students Don't Get Their Books? Undergraduate Acquisition Of Class Materials, Joseph Todd Patton
FIU Electronic Theses and Dissertations
A study of the acquisition of assigned textbooks and materials was conducted among 1,333 active undergraduates, exploring the widely reported phenomenon of two-thirds of students not getting all the books and materials assigned to them in their college classes. Current research focuses on high textbook & materials prices as the reason why students do not get assigned materials, and government policies are focused on bringing down these prices. This study’s major focus was investigating whether it is true that high prices explain why undergraduates do not get their assigned class materials. The findings suggest that price is not the reason …

Introduction To Special Topic: Rural Education Finance And Policy, Christiana Stoddard, Eugenia F. Toma
Public Policy and Administration Faculty Publications
This special topic takes stock of the current state of rural education finance and policy research. Taken together the articles in this special topic highlight a major point. Rural districts and schools not only differ from those in urban areas but also differ from one another. This is perhaps not surprising given the heterogeneity of school size, community size, demographics, and the degree of rurality of schools across the United States. The articles pose a challenge for policymakers. Policies that serve one state or one rural community may not be relevant or helpful to another. Policy solutions must recognize the …

Promoting Equity: Differences In Financial Resources Allocation Between Urban Early College High Schools And Traditional Public High Schools, Steven Hinshaw
Thomas C. Hunt Building a Research Community Day
This exploratory study was designed to analyze the distribution of financial resources to predict student achievement in early college high schools and traditional public high schools. The premise was to discover if there were differences in the predictor variables for allocation. If so, then the allocation could be changed in traditional public high schools to address the needs of those students unable to attend early college high schools thus creating more equity for those underserved students.
This study included 12 of Ohio’s first early college high schools and the 36 traditional public high schools in the public districts where the …

English Department: Research for Change - Wicked Problems in Our World
The purpose of this paper is to shine light on the way the school systems have been teaching and how it is affecting students in a negative way. It focuses mainly on teaching to the test and how it stops students from learning creatively and also does not let teachers teach the way they might want to. It also shows how this is a wicked problem and is more than a small school system issue. This impacts students, teachers, and the society we live in. The results of this research was that there were a lot of other authors that …

Lower Tuition, Eliminate Debts, And Enjoy Your Education, Damon Dejesus
English Department: Research for Change - Wicked Problems in Our World
College students live in a world where financial struggles and hardships take away from a lot of their freedoms after graduation. The ongoing student debt issues have crippled many of their freedoms and put limitations on the various luxuries they should be able to enjoy after completing the long journey of getting a degree. Through a few simple yet effective methods I think that there are ways to combat this wicked problem, things such as lowering the price of tuition, distributing more financial aid to students, and reducing the rate of interest attached to loans that some students may be …

Teachers’ Unions, Collective Bargaining, And The Response To Covid-19, Annie A. Hemphill, Bradley D. Marianno
Educational Psychology, Leadership, and Higher Education Faculty Research
In response to the COVID-19 crisis, school districts worked quickly to roll out distance learning plans in the spring. Sometimes these plans impinged upon or were directly in conflict with provisions found in collective bargaining agreements (CBAs) negotiated between teachers' unions and district administration. In this brief, we unpack how urban school systems changed CBAs to make way for learning under COVID-19 conditions. We review COVID-19–related contract changes in 101 urban school districts around the country. We find that twenty-five urban school districts returned to the bargaining table with teachers’ unions to negotiate short-term fixes to CBAs that allowed for …

With a strong commitment to collaborative action, commission members vowed that the report would not just sit on the shelf—and they have been true to their word. Even the COVID-19 pandemic could not prevent commission members and the organizations they represent from engaging with partners in diverse communities across the state to pursue the report’s vision, goals, and recommendations.
In fact, the pandemic’s dramatic impact on the early childhood workforce and the children and families they serve has only served …
