This paper addresses the subject of the likely costs of a particular form of recurrent education in the context of prospective movements in expenditure on conventional school and tertiary education activities. Data on projected enrolments and likely per student expenditure levels in these sectors lead to the conclusion that expenditure on school and tertiary education is likely to decline as a proportion of gross domestic product (GDP) over the next decade. The magnitude of this prospective decline is compared with the likely costs of a scheme which would enable significant numbers of workforce members to engage in recurrent periods of …

A latent trait model for rating scales is used to ana lyze responses to an attitude-to-school questionnaire as part of an evaluation of projects operating in 10 West ern Australian schools under the Australian Priority Schools Program. The invariance of item parameter estimates over the 10 schools is examined, and varia tions in item estimates from school to school are stud ied in the light of the different projects operating in these schools. Results show how the investigation of items that do not retain their difficulties from group to group can provide valuable insight into the ways in which calibration …

A computer program (DICOT) for the Rasch analysis of classroom tests is described. Results are presented in a simple, self-explanatory form, and person ability and item difficulty estimates are expressed in a metric like the one with which teachers and parents are already familiar. Person and item fit statistics provide an opportunity to diagnose strengths and weaknesses of individual children and to identify items which are problematic.

A method for banking test items scored in several ordered response categories is described. Each item is seen as an ordered sequence of steps, and test forms are equated using the estimated difficulties of the steps in their shared items. Procedures for analyzing the internal consistency of individual links and for analyzing the coherence of an entire linking structure are described. The methodology is used to link six forms of a mathematics problem solving test.

This paper reports the findings of a three-year evaluation study of consensus moderation procedures as applied to the school-assessed component in H.S.C. Geography in Victoria. Since 1981, Group 1 subjects in the assessment program of the Victorian Institute of Secondary Education (V.I.S.E.) at Year 12 level have included a school-assessed component in addition to an external examination. For most subjects, the method of moderating the school-assessed component is by statistical moderation. Moderation by visitation and consensus moderation are the two other methods currently used in Victoria. As V.I.S.E. is proposing to extend the number of subjects for which consensus moderation …

This study examines the hypothesis that opportunity classes, special classes for gifted children in fifth and sixth grades in New South Wales schools, are available to the new class of intellectuals and technological intelligentsia. It is argued that the establishment of special classes was inextricably intertwined with the psychoeducational testing movement which held that intellectual ability can be quantified and that educational performance can be predicted with IQ test scores. This combination of identification and special educational preparation, the gifted child movement, has received renewed support in an era of attacks on public education, since it is seen by its …

The review examines the relevance of the recurrent education concept in the Australian context. It traces the evolution of the concept and distils the features which distinguish it from other models of educational provision. Using an economic perspective the review assesses the major arguments advanced for recurrent education in terms of its implications for the internal operations of the education sector, the relationships between education and the labour market and the distribution of educational opportunities between and within generations. Consideration is also given to the likely costs of recurrent education programs and the need to develop appropriate financing mechanisms. The …

Issues of resource allocation to schools extend beyond the question of class size. Patterns of resource allocation are likely to be influenced by three continuing debates. One involves balancing equity in school staffing with encouraging diversity in school programs. Another involves the encouragement of devolution of authority to schools against a tradition of centralized political responsibility. A third centres on the debate about priorities among the many purposes of schooling. Schools now fill an expanded role which matches widening community expectations.
