Iccs 2009 Technical Report, Wolfram Schulz, John Ainley, Julian Fraillon
Dr Wolfram Schulz
The International Civic and Citizenship Education Study (ICCS) studied the ways in which young people are prepared to undertake their roles as citizens. ICCS was based on the premise that preparing students for citizenship roles involves developing relevant knowledge and understanding as well as helping them form positive attitudes toward being a citizen and participating in activities related to civic and citizenship education. It also examined differences among countries in relation to these outcomes of civic and citizenship education, and it explored how differences among countries relate to student characteristics, school and community contexts, and national characteristics. This report is …

Public Accountability And Media : Its Success And Failure In Performing The Role As A Force For Public Accountability, Ratnesh Dwivedi Mr
Ratnesh Dwivedi
Media accountability is a phrase that refers to the general (especially western) belief that mass media has to be accountable in the public’s interest - that is, they are expected to behave in certain ways that contribute to the public good. The concept is not clearly defined, and often collides with commercial interests of media owners; legal issues, such as the constitutional right to the freedom of the press in the U.S.; and governmental concerns about public security and order. Several international organizations, like International Freedom of Expression Exchange, Freedom House, International Press Institute, World Press Freedom Committee and the …

Computers And Their Suitability For Second And Foreign Language Error Correction, Kerwin A. Livingstone
Kerwin A. Livingstone
This article is an attempt to ascertain the suitability of computers for second and foreign language (SL/FL) error correction, especially those made by SL/FL learners. For this purpose, the handling of such errors proposed in Second Language Acquisition (SLA) literature will be examined. Subsequently the technologies capable of evaluating student output and identifying and correcting Non-Native Speaker (NNS) errors will be examined. Though it will be made quite clear that the computer cannot substitute a human being in total language processing, some strengths of artificial intelligence in partial language processing will be pointed out and their suitability for L2 error …

This paper focuses on the challenge of developing a national system for recognising and rewarding accomplished teachers. What might be involved and how might this be achieved? It draws on the experience of several countries that have sought to reform teacher career structures and pay systems so that there is a closer alignment between career progression and developing expertise as a teacher. I understand that Brazil has been moving in this direction and I hope this paper will make a useful contribution to the debate here.

Leaving School In Australia : Early Career And Labour Market Outcomes., Julie Mcmillan, Sheldon Rothman
Dr Julie McMillan
This briefing uses key findings from two LSAY research reports to describe post-school education, training and labour market activities of young people during the period from 1996-2000. It also identifies some of the factors that affect young people's chances of obtaining full-time employment or not becoming unemployed. The results suggest that the early career and labour market outcomes of young people are largely positive. Making a good start upon leaving school, either by engaging in full-time work, an apprenticeship or university study increases the likelihood of success in subsequent years. [Author abstract, ed]

University Study In Australia: Persistence, Completion And Beyond, Julie Mcmillan
Dr Julie McMillan
The data for this Briefing were collected from two LSAY cohorts: the Year 9 class of 1995 and the Year 9 class of 1998. Information on the education and labour market activities of these groups has been collected annually. The findings reported here follow the experiences of university entrants from these groups up to age 23. The findings are discussed in further detail in three recent LSAY research reports on the first year experience (Hillman, 2005), university completion (Marks, 2007) and unmet demand (Marks, 2005). Earlier LSAY research, based upon previous groups of young people followed over longer periods of …

Mobile Devices As Assistive Technologies, Sacha Develle
Dr Sacha DeVelle
As mobile devices continue to make inroads into educational environments in low-resource settings, it is ever more important that learners with disabilities be considered and included in the productive use of these technologies. Indeed, as innovations in mobile technologies continue to proliferate and lead to greater affordability, opportunities abound for providing these learners, long too often forgotten, with the tools and services they need in order to benefit from access to rich educational experiences. This session will explore innovative uses of mobile technologies for inclusive education efforts, including efforts by Cambridge to Africa in using mobile phones to improve education …
Engaging Research As A Student Affairs Professional, Rishi R. Sriram
Engaging Research As A Student Affairs Professional, Rishi R. Sriram
Rishi Sriram, Ph.D.
Student affairs professionals are often referred to as scholar-practitioners. As demands upon professionals increase, however, it is all too easy for the “practitioner” part to completely overtake the “scholar.” If we find ourselves too busy even to read research, perhaps it is time to pause, re-establish our priorities, and reclaim the “scholar” in scholar-practitioner.

A Slow Burn: The Impact Of Ials In Australia, Juliette Mendelovits
Juliette Mendelovits
Australia Australia has put its hand up to participate in all the international literacy surveys on offer: IALS in the second wave (1996), the ALL Survey in the second wave (2006), and PIAAC in 2011-12 – in the field right now. Nevertheless, until very recently Australia’s general response to the surveys can best be described as inert: more in the vein of our habitual “she’ll be right” than the “clever country” that our prime minister of the 1980s urged us to become. For most of the period since the IALS results were published in 1997, Australia paid little attention to …

Codebook: The Lsay 1998 Year 9 Sample Wave 4 (2001) Technical Report No. 26, Kylie Hillman
Kylie Hillman
The 1998 Year 9 Cohort (Y98) In 1998, a nationally representative sample of approximately 14,000 Year 9 students was selected to form the second cohort of the Longitudinal Surveys of Australian Youth. The sample was constructed by randomly selecting two Year 9 classes from a sample of schools designed to represent state and sector. Reading and numeracy tests were administered to students in their schools to provide information on early school achievement for use in later analyses of educational and labour market participation. Students also completed a background questionnaire about their educational and vocational plans and attitudes to school. Details …

Movement Of Non-Metropolitan Youth Towards The Cities, Kylie Hillman, Sheldon Rothman
Kylie Hillman
This report focuses on a group of young people who were living in non-metropolitan areas in their final years of secondary school, and the pathways they followed in the years following secondary school, including their geographic mobility and participation in education, training and employment. Rural communities have long felt concern about the rate at which young people leave for urban areas, many never to return. This report analyses the issues involved by mapping the experiences of the same group of young people over an extended period of time. The authors investigate what pathways non-metropolitan youth follow in the years after …
