The reinstatement of Pell grant eligibility for incarcerated individuals marks a pivotal moment in the landscape of higher education in prison (HEP) programming in the United States. However, despite this promising development, financial barriers persist, hindering the growth and sustainability of HEP initiatives. This qualitative study delves into the challenges faced by faculty, staff, and administrators within Pennsylvania's colleges and universities as they establish and operate HEP programs amidst an evolving funding environment. Drawing on interviews with nine HEP administrators across the state, we explore obstacles they confront, ranging from the Pell grant funding gap to logistical hurdles such as …

In 2017, a new standard for determining substantive violations of the Individuals with Disabilities Education Act (IDEA) was established with the ruling for Endrew F. v. Douglas County School District. Recently, the United States Department of Education and State Education Agencies have cited the Endrew decision as being important in defining what constitutes a free and appropriate public education (FAPE) under the IDEA, in light of mandated school closures due to the COVID-19 Pandemic. Many often identified the Catholic Church with the cause of labor and worker’s rights in the United States. However that was not the common situation encountered by laborers throughout most of the nineteenth century. The proclamation of the social encyclicals: Pope Leo XIII’s Rerum Novarum (1891) and Pope Pius XI’s Quadragesimo Anno (1931) elevated the status of the worker, endorsed worker associations and placed the Catholic Church as an advocate of worker’s rights. Educational Considerations
In Pennsylvania as in many other states, employee pension costs are a significant source of financial pressure for school districts. In order to gain greater insight into the nature of Pennsylvania school districts’ financial burden related to pension commitments, this article presents the findings of two scenarios, one which compared the maximum amount of local property tax revenue Pennsylvania school districts could raise under a 2010 state property tax limitation statute, Act 120, to their pension obligations; and a second scenario which incorporated a 1% annual salary increase into the analysis. The article is divided into three sections.
