Building Extension Capacity Through Internal Grants: Evaluation Of A Mini-Grant Program, Lendel K. Narine, Cristian Meier, Brian Higginbotham
The Journal of Extension
Acquiring external grants can seem out of reach for Extension professionals, especially early-career professionals. While Cooperative Extension provides opportunities to assist professionals in the grant writing process, Utah State University (USU) Extension facilitates an internal mini grant program to build professionals’ capacity to apply for external funds. Using survey data from USU Extension professionals, our study sought to evaluate the processes and outcomes of the internal mini grant program. Our results provided recommendations to improve the program. Our study provides insights that can assist other institutions seeking to implement their own internal mini grant program.

Public universities are intent on increasing degree completion for many reasons. A stronger policy focus on completion and interest in removing students’ financial hurdles has led to a rapid proliferation of completion grant programs. This paper reports on a mixed method implementation study of completion grant programs at seven broad- and open-access universities. Drawing on case studies of completion grant programs and student surveys, we examine the work of the administrators and professionals who create and implement these programs. Poverty is a reality for many who obtain a degree of higher education and enter the workforce immediately after graduation. Funding an education for many may lead to student loan debt that is often virtually impossible to repay. This often leads many to believe that the debt incurred from obtaining a degree of higher education may not be worth the gain. In the Spring of 2005, on a trip to Atlanta, an article in the US Airways Magazine, August 2005, p. 75, caught my attention, "Universal Literacy: And How Room to Read Contributes To That Goal," by Michael Ybarra. Michael described how John Wood in 1998 quit his job as a marketing director at Microsoft to go trekking in Nepal. Invited by a local teacher to visit a classroom of a village school at Bahundanda, Wood described the conditions to be appalling--80 kids in one grade with 20 books described as backpacker castoffs-for example.
