Advancing A Democratic Pedagogy And Supervision Framework: An Illustrative Case Of Teacher Questioning In Secondary Mathematics Instruction, Esther A. Enright, Douglas Wieczorek

This article pushes back against the evalu-centric view of improvement (Hazi, 2018; 2020) in the supervision literature by advocating for a democratic pedagogy and supervision framework developed to support instructional supervision and evaluation dialogue between teachers and leaders. This democratized approach honors and centers the teacher’s expertise and learning as well as the leader’s in the observation, debrief, and reflection process. Through this decentering of expertise in the instructional supervision cycle, our goal is to build leaders’ and teachers’ mutual capacity to develop, implement, and sustain democratic instructional supervision cultures in classrooms and schools. Bradley-Levine reported in her article how she created an opportunity to explore research data with the aim of examining the degree to which New Tech schools were democratic in the sense conceptualized by the notion of holistic democracy. My response is in three parts. The first sets out my understanding of the significance of the model of holistic democracy and the purpose of the framework. Engaging multiple publics calls for a skill set that “stand[s] in stark opposition to the typical types of managerial and administrative habits characteristic of public schools today” (Knight Abowitz, 2011, p. 477). As instructors in two graduate level leadership preparation programs, we grapple with the tension between developing “managerial and administrative habits” and developing leaders who help people “to mobilize around particular problems related to young people and their schools” (p. 467). This article interrogates the workings of the Broad Superintendents Academy, as a specific illustration of the influence of venture philanthropy in American public education. It introduces the Broad Foundation’s agenda for educational leadership training, foregrounding how it frames the problem of leadership and the implications of such training for critical democratic governance of educational systems. As it shapes public consciousness of the “crisis” in education, the Broad Foundation confuses an indicator of equity with the more fundamental construction of an equitable society.
