Globalisation is helping to create a ‘single world market’ in higher education (Marginson, 2006). A feature of this process is the emergence of global university rankings which have taken the practice of accountability, quality assurance and benchmarking to a worldwide level. Today, the Shanghai Jiao Tong Academic Ranking of World Universities and the Times QS Ranking of World Universities are used by governments and HEIs as a measurement of competitiveness and reputation. Section 9 of the Universities Act 1997 set out, for the first time, a statutory mechanism for the establishment of a new university in Ireland. The Dublin Institute of Technology (DIT) was the first institution to be granted a review under this legislation. This thesis presents an account and analysis of how the application for university title was handled by an international review group, by the Higher Education Authority (HEA) and by the Irish Government. This resource pack is an overview of current considerations for academics designing programmes for third level education. The changing demographic of third level students along with employers’ demands has resulted in programme development with a focus on skills basis (Hyslop-Margison, 2001) to support a knowledge based society. The rationale behind the changes in curriculum design is introduced and further focus is emphasised in the areas of curriculum design models, assessment models and evaluation models. Examples of innovative curricula and assessment models in third level chemistry education will be incorporated during the pack which may be applied across other disciplines.
