Enrollment rates for student with disabilities in higher education continue to rise, particularly in 2-year colleges, but graduation rates have not kept pace due to barriers not addressed by traditional disability supports (Black et al., 2014; NCES, 2019; Smedema et al., 2015). Inclusive instruction is a low-cost, high-impact solution that can be implemented on any campus (Black et al., 2014; Lombardi et al., 2013; Roberts et al., 2011). Community colleges are tasked with juggling multiple missions. They provide open access to education for adults in their community, work with industry partners to educate the local workforce, and provide relevant programming to the communities they serve. When compared with students at four-year institutions, community college students are older, more ethnically and racially diverse, come from lower socioeconomic statuses, and less academically prepared.

Community colleges serve an important function of allowing students to achieve an affordable education closer to home. However, these opportunities often challenge community college faculty members due to smaller budgets and resources, which leads to differentiation in curriculum delivery, underprepared students, increasing workloads, and increasing stakeholder expectations. As such, across the nation, faculty are showing lack of commitment, lowered engagement, and increasing turnover rate. This cross-sectional survey study was conducted to determine if California community colleges designated as Hispanic Serving Institutions (HSIs) assess incoming students for basic computer skills, provide learning support for these skills, as well as assess the attitude of administrators towards basic computer skills of incoming students. The purpose of this research was to determine what, if any, relationship existed when considering instructor credentials in relation to student surveys of instruction (SSOI), instructor credentials in relation to grade distribution, and the relationship between SSOI and grade distribution. The case study college is a two-year rural institution in Oklahoma employing 53 full-time faculty in Fall 2016. Eighteen of those faculty lack the adequate credentials as required by the Higher Learning Commission, the accrediting body for the college. Community college presidents serving rural populations in the state of Oklahoma have been forced to take on new responsibilities related to institutional fundraising due to multiple economic challenges including continued budgetary shortfalls and limited resource allocation. Review of the academic literature addressing this subject exposed a wide variety of rationales associated with this leadership shift, as well as successful presidential approaches to fundraising in modern higher education. The primary purpose of this study was to determine if students receiving assistance through the A+ Program exhibited higher academic performance (measured by college cumulative GPA, number of remedial courses taken, and graduation rates) at OTC than two comparison groups of non-A+ students with similar background characteristics. A secondary purpose of the study was to determine if students receiving assistance through the A+ Program (categorized by gender, size of high school, and degree sought) exhibited higher academic performance at OTC than two other comparison groups o f non-A+ students with similar background characteristics.
