Bullying is a serious problem on its own but emerging research suggests that bullying may present differently in students with disabilities and affect them more severely than previously thought. The purpose of this study was to explore the multi-layered issue of bullying involving students with disabilities, examine the programs and legislation developed around this issue, and determine the training and knowledge teachers and teacher candidates have regarding the problem. An exploratory survey was completed by 105 teachers and teacher candidates in northeast Tennessee. Section 504 is a civil rights law that prohibits discrimination against individuals with disabilities by programs or activities receiving or benefiting from federal assistance (Rehabilitation Act, 1973). Specifically, Subpart E of the rules and regulations for Section 504 addresses postsecondary educational services and prohibits discrimination in the areas of recruitment and admissions, academic and athletic programs and activities, student evaluations, housing, financial aid, counseling, and career planning and placement.

Test accommodations are designed to ensure the comparability of test scores between students and their typically developing counterparts by eliminating as much construct-irrelevant variance and construct-irrelevant difficulty as possible. Although those involved in test creation endeavor to create tests with suitable accommodations for students with disabilities, there is lack of consensus regarding accommodation efficacy. Using meta-analysis and meta-regression to summarize previous research, this study examined whether test accommodations differentially boost test scores of students with disabilities, and whether accommodated conditions provided a more effective and valid assessment of students with disabilities.
