Bullying is a serious problem on its own but emerging research suggests that bullying may present differently in students with disabilities and affect them more severely than previously thought. The purpose of this study was to explore the multi-layered issue of bullying involving students with disabilities, examine the programs and legislation developed around this issue, and determine the training and knowledge teachers and teacher candidates have regarding the problem. An exploratory survey was completed by 105 teachers and teacher candidates in northeast Tennessee. Students with emotional or behavioral disorders (EBD) are more likely than other students with disabilities to drop out of school (Blackorby & Wagner, 1996) and suffer societal consequences that include higher probabilities and rates of incarceration, poverty, drug abuse, homelessness, low wages, and unemployment (Bradley, Doolittle, & Bartolotta, 2008; Wagner, 1995). Test accommodations are designed to ensure the comparability of test scores between students and their typically developing counterparts by eliminating as much construct-irrelevant variance and construct-irrelevant difficulty as possible. Although those involved in test creation endeavor to create tests with suitable accommodations for students with disabilities, there is lack of consensus regarding accommodation efficacy. Using meta-analysis and meta-regression to summarize previous research, this study examined whether test accommodations differentially boost test scores of students with disabilities, and whether accommodated conditions provided a more effective and valid assessment of students with disabilities. The purpose of this exploratory study was to determine what competencies urban directors of special education perceived to be essential for newly appointed urban special education administrators. Two research questions and two null hypotheses were generated to investigate the underlying factors in competencies perceived by urban special education directors to be essential for newly appointed special education administrators and to investigate the relationship between years of experience as a director of special education and these underlying factors.
