Before the COVID-19 pandemic, ELL teachers focused their culturally responsive instruction and supports through creating meaning, promoting academic and social success, and empowering students and families. In 2020, the COVID-19 pandemic affected almost all countries and more than 50 million people around the world. The use of curriculum-driven technology in K-12 public schools was mandated by federal law. School and district leaders were required to provide curriculum-driven technology professional development and support to teachers. The use of the curriculum-driven technology coach was an option some schools chose to meet the curriculum-driven technology professional development requirements and needs of their teachers. The number of professional doctorates offered by universities has grown rapidly since the 1990s. Research has shown that professional doctorates offer relevant doctoral education in order to meet the needs of the modern workplace. Universities must understand both the needs of the marketplace and the needs of students, and determine the best use of limited resources for recruiting, in order to offer doctoral programs that meet marketplace and students’ needs. Crises often present complex, uncertain, and unstable situations where routine decision making is not enough. Crises are typically unpredictable yet leaders must prepare to make decisions using a variety of traits, tools and practices. While all leadership is dependent on many factors and subject to many variables, in a crisis, those variables are magnified.
