An Effective School Improvement Framework: Using The National School Improvement Tool, Deborah Seifert, Elizabeth Hartnell-Young

This occasional paper of the Centre for Education Policy and Practice outlines how the National School Improvement Tool, developed by the Australian Council for Educational Research (ACER ) in collaboration with the Queensland Department of Education, Training and Employment is being used in Australian schools. The Tool is grounded in international research, and its nine domains focus schools on whole school improvement in teaching and learning. ACER’s school improvement team conducts reviews and training for reviewers across Australia, and report on several themes or success factors which emerge from the consultants’ reflections.

School improvement has been a focus of attention in Australia for some time, but the publication of results in international testing such as PIRLS (Progress in International Reading Literacy Study), TIMSS (Trends in International Mathematics and Science Study) and PISA (Programme for International Student Assessment) in recent times has heightened awareness of comparisons between Australian students and their peers in other countries (eg. Thomson, Hillman, Wernert, Schmid, Buckley, and Munene, 2012). This paper describes the National School Improvement Tool (ACER, 2012) developed in Australia to support school and system improvement efforts.
