The number of students with disabilities entering youth development centers is increasing exponentially. The youth development center schools that are responsible for providing academic services to these students are inadequately staffed with special education teachers to meet the behavioral and academic needs of juvenile offenders with disabilities. The purpose of this hermeneutic phenomenological study was to answer the following central research question, “what are teachers’ perceptions of the effects of governance on teacher retention in private primary Christian schools in Uganda?” The theoretical model that guided this study was an integrated model comprising distributed leadership and transformational leadership and its relationship to governance influences on teacher retention. Teaching as a profession is becoming more and more difficult. School districts are facing a teacher shortage, creating greater focus on recruitment and retention efforts. The majority of these efforts focus on novice teachers (within the first five years) providing support and assistance to help keep them in the classroom. Less effort is placed upon assisting the veteran teacher in maintaining effort in the classroom and avoiding burnout.
