Teacher evaluation systems are essential in tracking the quality and effectiveness of teachers and education systems. This dissertation examines the teacher evaluation system in Saudi Arabia through multiple perspectives, including research-based frameworks for teacher evaluation, norms and best practices from OECD countries, and established Saudi Teaching Standards. An explanatory sequential mixed methods model was used. Data collection involved 643 responses to a teacher survey that covered working conditions, existence of professional learning communities, and teacher evaluation practices, methods, and uses. Following the survey, in-depth interviews were conducted with 11 teachers and 3 key informants.

Linguists use the concept of discourse community (DC) to describe the speech of groups of people associated by some extrinsic purpose or interest (Swales, 1990). One defining feature of a DC is a shared lexicon. Scriven (1994), in his discussion of evaluation as a discipline, addresses the need for evaluation to have a “core subject” which would then allow, among other things, the development of “concepts and language to deal with core problems,” while noting that there exists a definite lack of clarity of language among evaluators (p. 147). This dissertation explores the case of interdisciplinary research evaluation by reviewing the publications of one of the most influential and highly cited scholars in evaluation, public administration, and knowledge utilization: Carol Hirschon Weiss. Values are a central component in evaluation and are prominently discussed in evaluation theory, but relatively little is known about how they are used in practice. The theory-practice gap in evaluation may cause unsound evaluation practice or irrelevant or impractical evaluation theory. However, little is known about this gap as it relates to values and valuing. Failing to take certain values into account in an evaluation risks reinforcing the status quo to the detriment of vulnerable populations, so identifying how the theory-practice gap plays out in the use of values is important.

This project evaluated the initial implementation of the restorative justice program and practices at a middle school. As data-gathering instruments, I surveyed teachers and administrators, interviewed my area superintendent, senior administrator for instruction, and two resource teachers who train individuals districtwide on the restorative justice program and practices. The results indicated a lack of training for many staff members and a need for more training for those previously trained. All college students with disabilities have the right to accommodations under the American with Disabilities Act Amendments Act of 2008 (ADAAA; P.L. 110-325); however, these accommodations frequently do not address barriers that prevent students with ASD from successfully completing their academic programs. This evaluation of a pilot program investigates the effects consistent observation and feedback had on teacher practice and motivation to refine instruction. An observation-feedback loop was initiated at a high school in a large Midwestern urban school district where teachers received bi-weekly observations and were provided with instantaneous feedback. This is most common when seeking the services of an external evaluator. Since most NPOs do not have internal evaluation staff, developing an appropriate RFP can be quite challenging. The diagnosis of a child with a special need can be an emotional and important time for parents. The existing research on the subject is decades old, limited in scope, and does not capture the current context. This is a qualitative interview study done with 24 families of children aged three to five who have been diagnosed as having a moderate to profound special need. In 1998 a formal mentor program was implemented for the first time in district history. Shortly thereafter, district and union leadership agreed to revamp the twenty-five-year-old appraisal system.
