Purpose: The purpose of this descriptive mixed method study was to explore and describe the coping skills used to overcome the nine behavioral characteristics by special education charter school leaders who identified as experiencing impostor phenomenon (IP) by the Clance Impostor Phenomenon Scale (Clance,1985), while leading the transition to distance learning in response to the COVID-19 pandemic. There is a growing concern that public charter schools, as publicly funded entities, which are mandated to ensure FAPE and IDEA, are lagging significantly behind public non-charter schools, when it comes to special education student enrollment. This potentially creates an unbalanced special education student ratio between public non-charter schools and public charters. This dissertation examines the enrollment rates of special education students between public charters and public non-charter schools in a large, metropolitan American school district, over a five-year period. This body of work examines causality and the effect of enrollment data along with the potential implications.

Funding provided for public education is also being utilized for charter, private and /or parochial voucher schools across the state of Wisconsin. Policy was passed that eliminates current enrollment caps in the statewide parental choice program. In 2016-17, enrollment is limited to 1% of the district’s school age population and increases by 1% annually until it reaches 10% then lifts entirely. In advocating against the proposed policy, three critical issues emerged – the cost of funding the additional program, the moral obligation to educate neediest students, and grading school performance. This dissertation explored whether the marketable features of three different charter schools in East Atlanta, Georgia influenced parents’ school selections and whether differences in race, income level, and educational attainment created patterns of interest regarding their selections. The accessible population (N=1865) for this study included parents of elementary and middle school aged children enrolled in three East Atlanta schools. A sample of 150 parents of elementary and middle school age charter school students enrolled in the three schools were randomly selected from the accessible population. The purpose of this study was to explore the role that equity and ethics played in decision making by examining the perspectives of elected leaders in a case where members of the North Carolina legislature decided to lift the cap on charter schools by enacting the 2011 North Carolina Charter School Bill. The analysis was based on triangulated qualitative data from historical documents, written documents from the state’s legislative library, and interviews from consenting legislative leaders of North Carolina.
