Based on the researcher's experience as a coordinator of special education, general and special education administrators are challenged with creating, implementing, and supervising special education services addressing the diverse needs of students with disabilities in the general education setting. The researcher has collaborated with principals to review programming options for students with disabilities participating in inclusive general education classrooms and found that often this inclusive programming involves the use of a special education paraprofessional. The field of special education has been challenged by the quandary over which educational environment provides the best academic opportunities for students with learning disabilities: self-contained versus inclusive. Proponents of self-contained classroom placement have insisted students with learning disabilities placed in self-contained classrooms receive better instruction due to the reduced class sizes and the efficient delivery of special education services. Proponents of inclusive classroom placement expound inclusive classrooms allow students with learning disabilities to engage in enhanced learning via emersion into the regular education population. Problem
Whereas some school districts have continued to observe high rates of reading failure and increasing rates of special education identification, others have looked at program or system changes to reduce early learning failure. This study is an analysis of the impact of early intervention practices in the elementary schools of an upper-middle-class community.
Method
Cost analyses of district programs were compared to a hypothetical district with state average levels of special education identification. Special Education eligibility rates were tracked over a 10-year period.
