In Spring of 2000 the Employment and Training Institute conducted a follow-up study of Milwaukee Public Schools students who had graduated in June of 1999 to determine their employment and schooling activities. The parents and guardians of all graduates were sent an introductory letter from the MPS Superintendent explaining the purpose of the study along with a written survey form. Families not responding to the initial mailing were contacted by phone during April and May of 2000. The majority of graduates reporting from the Class of 1999 were employed and almost half were enrolled in postsecondary education in the Spring …

This study tracked records on 142,755 students attending the University of Wisconsin-Milwaukee during the period Fall 1988 through Fall 2000. Student files were used to construct a longitudinal database tracking semester experiences, graduate information, and demographic data and matched against January 2000 Wisconsin Department of Transportation driver’s license data and Wisconsin Department of Workforce Development data on all employer-reported wages for Wisconsin companies, nonprofits, and government agencies. Most Wisconsin high school graduates attending and graduating from UWM with a bachelor’s degree continue to live and work in Wisconsin. The booklets are designed to help students use local labor market information and resources in their career planning. The economy is constantly changing because of new technology, shifting consumer demands, international developments and changing demographic trends. This "snapshot" of the labor market, based on local job openings surveys of thousands of Milwaukee area employers, is presented to help students "learn how to keep learning" about their community. In 1984 the Employment and Training Institute embarked on a two-year study of the GED and its use in Wisconsin, at the request of State Superintendent Herbert J. Grover. The study explored the use of the GED credential by employers and post-secondary institutions in the state, the level of skills attained by GED holders, and the performance of GED holders in post-secondary education in the state. Some of the findings of the research were positive, some were negative. In 1985 the Employment and Training Institute surveyed the sixteen Vocational, Technical & Adult Education (VTAE) districts in the state to determine admissions requirements for each associate degree, diploma program, and certificate program operated by the VTAE districts throughout Wisconsin. The survey was part of a study for the Wisconsin Department of Public Instruction assessing the readiness of GED holders for postsecondary education.

This technical assistance guide is designed as a convenient resource manual for Private Industry Councils and Service Delivery Area staff in implementing the youth employment competencies requirements of the federal Job Training Partnership Act (JTPA). The curriculum and set of competency tests developed by ETI originally for juvenile offenders in the Wisconsin correctional facilities (and adopted by the Wisconsin Job Training Coordinating Council for the state JTPA system) are available for use at low or no cost. These and other recommended resources are based on the findings of the Adult Performance Level (APL) project of the University of Texas

Educational Follow-Up Study Of Juveniles Released From Ethan Allen And Lincoln Hills (1982), Lois M. Quinn

This follow-up study examined the educational experiences of 759 youth released during 1979 from Ethan Allen and Lincoln Hills Schools, Wisconsin’s two state correctional institutions for juveniles. Ethan Allen and Lincoln Hills school records for each youth were reviewed as well as transcripts from schools attended before and after release. (105 public and 16 private schools provided student transcripts to the Department of Public Instruction.) In addition, forty-three parole officers were contacted for further information on youth whose school records were in question. In 1980 the Milwaukee School Board considered a 1980-90 School Building and Sites Plan which recommends policies for school closings and construction projects for the 1980's. This report by Lois Quinn and Kenneth Robinson of the Metropolitan Integration Research Center discusses the proposals of the School Building and Sites Commission and provides analysis of the three factors which the Commission stated were most important in planning school closings: impact on desegregation, declining enrollments, and budgetary constraints.

In March 1976 the Milwaukee Board of School Directors adopted an Affirmative Action Policy Statement for the school system. The statement lists goals designed to achieve a school staffing pattern which is reflective of the Milwaukee community. This report by the Metropolitan Integration Research Center examines the current employment profile of the central administration of the Milwaukee Public Schools to determine what progress has been made in changing minority staffing patterns among administrative staff. School desegregation was initiated in Milwaukee in the 1976-77 school year through a court-ordered city desegregation program and a state-financed city-suburban pupil transfer program. This pilot study by the Metropolitan Integration Research Center explored three dimensions of the complex interrelationships between these school desegregation programs and housing patterns in Milwaukee County. First, a field study explored the attitudes of minority families participating in the innovative city-suburban school desegregation program. The survey found high satisfaction with the educational program and relatively strong interest in possible integrating housing moves to suburban areas where children were busing to school.
