To better understand how a once well-intentioned concept of financial tuition assistance for college students has devolved into its current troubled and broken state, this doctoral thesis explored the evolution of the U.S. system of federal financial aid in higher education from a historical perspective. The study began with a review of the current state of the federal student aid system in U.S. higher education and then looked back at four key junctures in financial aid's history to understand influences that shaped it to be what it is today. A review of Preisdent Richard Nixon’s deeds rather than his rhetoric or policy stances, illuminates a previously under investigated reality that Nixon’s education civil rights record has been the most progressive and beneficial for the education of students of color to date. How can this be? As this presentation will outline, Nixon’s rhetoric and stances on education were symbolic measures to appease both the ‘silent majority’ and conservative southern democrats, which Nixon identified as vital to his election aspirations in the 1968 presidential campaign. We identify three eras in the history of special education: Early Reform (1800 – 1870), Stagnation and Regression (1870-1950), and Contemporary Reform (1950 – present). Next we examine parallels between eras and consider implications for people with disabilities today, highlighting the importance of the systematic study of historical perspectives in preparation programs for special educators.
