This paper focuses on three aspects of innovation: its purpose of supporting lifelong learning during and after schooling, the ways that information and communications technology (ICT) supports learning and knowledge creation, and digital portfolios as an example of learning and innovation. Digital portfolios, containers of multimedia forms of evidence of activities, achievements and reflections, are just one way in which technology can support lifelong learning and the creation and sharing of knowledge.

Probing Whole Number Dominance With Fractions, Max Stephens, Catherine Pearn

Children's whole number schemes can interfere with their efforts to learn fractions. To what extent do these schemes persist for secondary school students? This paper reports on the development and piloting of an interview designed to identify and probe inappropriate whole number strategies for working with fractions among secondary students. The interview showed that these strategies are still prevalent among Year 8 students. Among others who use appropriate multiplicative strategies the interview showed that some of these are still not confident in challenging instances of inappropriate whole number thinking. “State Standards In The Local Context: A Survey Of School Board Members And Superintendents”, Abe Feuerstein, Jonathan Dietrich

This study examines the perceptions of superintendents and school board members inPennsylvania with regard to state academic standards and standardized tests. From a universe of 501 Pennsylvania districts, we selected a sample of 51 districts (approximately 10%) at random. We sent surveys to superintendents, school board chairpersons, and three additional school board members from each district. Thirty-one of the 51 superintendents completed surveys for a 61% rate of return. For school board members, 76 of the 204 surveyed completed surveys for a 37% rate of return. Computers have an overwhelming influence in the school and home environment. Computers are available in many early childhood classrooms and young children have easy access to them. This case study examined the youngest members of the elementary school’s perception of the classroom computer. A seven-week research study explored the role of the computer in a kindergarten classroom. Sixteen kindergartners were interviewed and observed. The children’s perceptions of the computer were recorded through conversations, interactions with the computer, classroom observations and computer lab observations. Characteristics Of Education Doctoral Dissertation References: An Inter-Institutional Analysis Of Review Of Literature Citations, Penny Beile, David Boote, Elizabeth Killingsworth

This study had two purposes: to examine the expertise of doctoral students in their use of the scholarly literature and to investigate the use of citation analysis as a tool for collection development. Analysis of 1,842 coded citations gleaned from 30 education dissertations awarded in 2000 from 3 institutions in the United States revealed that journal articles, at 45%, were cited most frequently, followed by monographs (33.9%) and "other" (18.3%), with magazines and Web sites contributing less than 2% each of the total material types cited. Psychological Predictors Of The Propensity To Omit Short-Response Items On A High-Stakes Achievement Test, Gabrielle Matters, Paul Burnett

This article presents the findings of a study of the psychological variables that discriminate between high and low omitters on a high-stakes achievement test using a shortresponse format. Data were obtained from a questionnaire administered to a random sample (N = 1,908) of students prior to sitting the 1997 Queensland Core Skills (QCS) Test (N = 29,273). Fourteen psychological variables were measured including test anxiety (four subscales), emotional stability, achievement motivation, self-esteem, academic self-concept, self-estimate of ability, locus of control (three subscales), and approaches to learning (two subscales). An important decision to be made in the design and implementation of large-scale assessments is the appropriate balance of item types — in particular the balance between objectively coded multiple-choice type items and item types that require coding by trained professionals. Decisions made in this regard depend upon finding an appropriate balance in the light of cost and construct validity concerns. Given the importance of this decision there are surprisingly few international studies that consider the effect of item format on achievement and the results of these studies are not consistent. Part of a special section on the use of standards in middle schools. Students' perspectives on learning were considered when a newly configured K–8 school in a large urban district implemented standards-based reform. Interviews with middle school students in the district indicated that they wanted school experiences that were challenging, integrative, and exploratory and that they were eager to partner with their teachers to achieve high standards of performance that allowed them to develop fully as individuals. The Undergraduate Teaching Assistant (UTA) Program at the University of Arizona exposes students to many different aspects of teaching an undergraduate mathematics course. The program's breadth generates various qualitative and quantitative benefits. Some of these benefits are that the UTAs improve their mathematics and communications skills, instructors have additional support both inside and outside the classroom, and mathematics students in classes with UTAs enjoy their mathematics classes more than students in similar classes without UTAs.

This paper commends the extensive variety of creative, locally responsive environmental education activities and programs being implemented by schools and teachers, with the support of environmental groups and agencies, throughout Western Australia. It endorses the Western Australian Curriculum Framework and national and draft Western Australian environmental education strategies and action plans. It acknowledges Department of Education action learning support programs for teachers as well as structures that support local community engagement in schools. Educating Mexico's Indians, Marion Lloyd

The Autonomous Indigenous University of Mexico is the first large-scale attempt to provide a college education to the country's 10 million Indians. Through an unconventional study plan -- no professors and no classrooms -- and an inventive curriculum, the institution's founders, a group of academics from the University of the West, in the Sinaloan town of Los Mochis, have sought since 1999 to meld a traditional Western education with an emphasis on knowledge that is particularly relevant in indigenous communities.
