Can Universal, Place-Based Scholarships Reduce Inequality? Lessons From Kalamazoo, Michigan, Michelle Miller-Adams

Michelle Miller-Adams

The Kalamazoo Promise, announced in 2005, is an innovative college-scholarship program available to every graduate of the Kalamazoo (Michigan) Public Schools. Programs such as the Kalamazoo Promise, which is being emulated in cities across the United States, open new avenues for the acquisition of human capital regardless of income level or academic achievement, while facilitating the creation of new economic and social assets for the community. Following a brief explanation of the program itself, this paper examines the Kalamazoo Promise as a human capital-investment strategy and its potential as a mechanism for reducing inequality. Assessing The Value Of Promise Scholarship Programs, Michelle Miller-Adams, Randall Eberts

Michelle Miller-Adams

The purpose of this project was to support the research and writing of a book assessing the value of place-based (“Promise”) scholarship programs. Since the first such program was announced in Kalamazoo in 2005, this model has been replicated to one degree or another in many different settings. Yet there have been only limited efforts to evaluate the impact of existing Promise programs and virtually no comparative work examining different approaches to designing and implementing place-based scholarships. The project addressed this gap through a study of place-based scholarship programs designed to inform practitioners, policymakers, grant-makers, and the general public. The …

In this project, Upjohn Institute staff members provided a middle-dollar cost estimate for a variety of scenarios over a 10-year projection period. (A middle-dollar program requires students to complete their FAFSA, and then fills the gap between federal/state financial aid and college attendance costs.)The Rockford (IL) Public Schools are considering the adoption of a place-based scholarship, or “Promise” program. The Effect Of Team Programming On Student Achievement In Cobol Instruction , Nancy Ellen Miller

Nancy M. Miller

As computing systems, technology and the use thereof become more mature, new skills are being suggested for improving computer programming efficiency. Two of these skills are the use of structured programming and team programming. The subjects of this study of the effect of team programming were students enrolled in an introductory COBOL programming course at the University of Wisconsin--La Crosse during the Spring and Fall semesters of 1980. The subjects were divided into a control group who wrote programs in the traditional individualized manner and an experimental group who wrote programs in teams of three. Both groups used structured programming …

The Digital Mind And The Future Of Liberal Arts Education, Harlan Stelmach, Martin Anderson Mar 2015

The Digital Mind And The Future Of Liberal Arts Education, Harlan Stelmach, Martin Anderson

Harlan Stelmach

Today higher liberal arts education is challenged by the continuing emphasis on vocational, business, and science majors among administrators and the decline in the demand for humanities majors among students anxious about their economic future. More fundamental and far-reaching, however, are the historic changes in the physical form in which ideas are preserved and communicated, the time people allocate to contemplating those ideas, and the ways people process them as society shifts from the book age into the digital age.1 Those who grew up in the book age can visualize the problem by thinking of this question: What is your …

Working Students’ Perceptions Of Paying For College: Understanding The Connections Between Financial Aid And Work, Mary Ziskin, Mary Ann Fischer, Vasti Torres, Beth Pellicciotti, Jacquelyn Player-Sanders

Mary B. Ziskin

For many students at urban commuter colleges, the process of financial aid is unknown or mysterious; and so they work—often many hours a week—to pay expenses that financial aid might have covered. Missteps, unforeseen events, and limited resources can have severe consequences for the academic progress of these students. The broader study, of which this paper is a part, represents an effort to explore and describe students’ college-going, working, family responsibilities, and academic success at three commuter institutions in a metropolitan region in the Midwest. The encompassing project aims to introduce new qualitative data and situated description into the study …

Higher Education, The Health Care Industry, And Metropolitan Regional Economic Development: What Can "Eds & Meds" Do For The Economic Fortunes Of A Metro Area's Residents?, Timothy J. Bartik, George A. Erickcek

George A. Erickcek

This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence. We estimate that medical service industries pay above …
