The Economics Of Curriculum Provision For Years 11 And 12, Phil Mckenzie
The Economics Of Curriculum Provision For Years 11 And 12, Phil Mckenzie
Dr Phillip McKenzie
This paper analyses the allocational decisions that have been made concerning Years 11 and 12 programs in Australian government school systems.
It is drawn from a wider study of how system and school decision makers attempt to meet, within a tight financial context, the increased curriculum demands of a more diverse student body.
The study, which was based on samples of schools from four Australian government school systems in 1990, was concerned with the inter-relationship of decisions taken at the system and school levels.
It was conducted in conjunction with Ross Harrold and Marian Stone from the University of New …

School Size And Curriculum Provision In Years 11 And 12, Phil Mckenzie
Dr Phillip McKenzie
Do large secondary schools provide more comprehensive curricula in Years 11 and 12 than small schools? Is there an enrolment point beyond which the curriculum advantages of size are no longer evident? This paper examines these questions by drawing on preliminary results from a study of curriculum provision and resource use that is being conducted in conjunction with the University of New England. The study, which was funded by the Australian Research Council (ARC), uses data on the operations of four Australian government school systems in 1990. This particular paper focuses on Victorian schools. The paper has four main sections: …

This review of educational research in Australia was stimulated by the Australian Research Council which convened a meeting of representatives of major stakeholders in educational research in December 1990. That meeting established terms of reference for the Review, appointed a review panel to take responsibility for the detailed work and continued itself as a reference group. More than 120 written submissions were received in response to circulation of the Terms of Reference. An interim report was drafted by the panel in consultation with the reference group and circulated widely for comment in early 1992. Seventy-six written responses were received and …

Australian Teachers' Careers, Rupert Maclean, Phil Mckenzie
Dr Phillip McKenzie
Teaching is an occupation that currently faces many difficulties. There is widespread concern among teachers about their occupational status, the demands of being a teacher, and the career rewards that teaching provides. The condition of teaching and the teaching service are also matters of intense public debate. This book contributes to this debate through a comprehensive examination of Australian teachers' careers. It discusses: the sociological, economic and historical contexts of teaching as an occupation; emerging issues and problems with regard to women teachers' careers, the ageing of the teaching force, teaching in rural schools, careers in Catholic and independent schools, …

The Labour Market Relevance Of Secondary Schooling: Perspectives From Year 12 School Leavers Who Do Not Enrol In Higher Education, Phil Mckenzie, Katrina Alford, Lyn Robinson, Suzanne Mellor, K.K. Navaratnam
Dr Phillip McKenzie
This study was intended to help answer the questions: How is secondary schooling viewed by the increasing numbers of young people who complete Year 12 but who do not enter higher education? and, Is senior secondary schooling relevant to those who move straight from Year 12 to employment, or to study in TAFE colleges? The study documents the post-school experiences of recent Year 12 school leavers who have not enrolled in higher education, and analyses their views on the labour market relevance of secondary schooling. These experiences and views are discussed in the context of linkages between education and the …

Teacher Appraisal: Issues And Approaches, Jan Lokan, Phil Mckenzie
Dr Phillip McKenzie
Teacher appraisal raises many awkward questions. For what purposes? In whose interest? By what means? At what cost? And so on. This book has been prepared to provide background material and information for Australian debate on the multitude of issues involved. The book comprises an edited collection of commissioned papers that discuss, from an Australian perspective, the major issues associated with appraising teachers and their work. It is composed of five main sections: The context of teacher appraisal; Teacher appraisal in practice; The state of the art in teacher evaluation; The challenge of teacher appraisal; and an extensive annotated guide …
Curriculum Arrangements And Resource Allocation In Secondary Schools, Phil Mckenzie, Ross Harrold
Curriculum Arrangements And Resource Allocation In Secondary Schools, Phil Mckenzie, Ross Harrold
Dr Phillip McKenzie
A means by which a nexus can be drawn between a secondary school's educational operations and its resource allocation is suggested. Resources associated with the school's teaching and its learning activities are “mapped”, then compared, on a grid of the school's curriculum arrangements. If it is a non-government (private) school, the analysis is made by comparing average with “breakeven” class sizes; if it is a government (public) school, the analysis compares the patterns of teaching class periods with pupil periods. The analysis identifies implicit resource cross-subsidisation among groups of students who take different levels and types of subjects. There is …

Secondary School Size, Operating Costs And Curriculum Structure, Phil Mckenzie
Secondary School Size, Operating Costs And Curriculum Structure, Phil Mckenzie
Dr Phillip McKenzie
Proponents of increases in average school size commonly employ two main arguments: bigger schools are less expensive to operate than small schools, and they are better able to meet students' educational needs through the provision of more extensive curricula. This paper examines these arguments in the case of Victorian government secondary schools, using data relating to the 1984 school year. It presents results which suggest that while size brings considerable advantages, plateau effects begin to appear at relatively low enrolment levels. The paper comprises five main sections: an outline of the conceptual background to the study; a description of the …

Staffing And Schools: Selected Readings, Phil Mckenzie
Staffing And Schools: Selected Readings, Phil Mckenzie
Dr Phillip McKenzie
Teachers are the most important resource in the educational process. It is not surprising, therefore, that issues related to staffing schools are of perennial concern. However, the focus of this concern has shifted over time. Some 20 years ago the major issues in staffing were essentially quantitative in nature and concerned with recruiting sufficient teachers to be placed in classrooms. Although teacher numbers are still important, over the past few years there has been increasing interest in some of the more qualitative dimensions of staffing. How can the needs of individual schools be met through staffing allocations? What role should …

The Costs Of Recurrent Education, Phil Mckenzie
The Costs Of Recurrent Education, Phil Mckenzie
Dr Phillip McKenzie
This paper addresses the subject of the likely costs of a particular form of recurrent education in the context of prospective movements in expenditure on conventional school and tertiary education activities. Data on projected enrolments and likely per student expenditure levels in these sectors lead to the conclusion that expenditure on school and tertiary education is likely to decline as a proportion of gross domestic product (GDP) over the next decade. The magnitude of this prospective decline is compared with the likely costs of a scheme which would enable significant numbers of workforce members to engage in recurrent periods of …
