This book has been produced as a tribute to the work and contributions of ACER's 3rd chief executive. Professor John Keeves on the occasion of his 85th birthday. Many school leaders will retire in the next few years and their potential successors report little attraction to the leadership role. The author considers whether Australia is really facing a looming leadership shortage. The Commonwealth Department of Education commissioned ACER to conduct the Staff in Australia's Schools (SiAS) survey in 2006 and 2007 to help fill data gaps around educator workforce issues, and to gather information to assist in future leadership planning. The article discusses the survey results, with particular reference to estimated numbers of teachers and leaders; age profiles; career intentions; and teachers' intentions to apply for leadership positions. …

The report provides an overview of school leadership developments and issues in Australia, as a contribution to the OECD's Improving School Leadership Activity. Australia does not have a single school system. Under the federal political structure, education is the responsibility of the eight states and territories. While schooling across the country has many commonalities, there are a number of differences that affect school operations. In April 2002 the OECD Education Committee launched the major Activity Attracting, Developing and Retaining Effective Teachers. This is a collaborative project to assist governments design and implement teacher policies to improve teaching and learning in schools. The project was concluded in June 2005 with the publication of the final synthesis report.

This paper discusses the concept of 'pathways' as an organising idea in Australian education and in the climate of a rapid decline in the number of full-time jobs available to 15 to 19 year-olds together with increasing education participation rates for the 15 to 24 year-olds. This paper reviews options for providing additional funds for a tertiary institution and for improving efficiency in the use of funds. It reviews the context of the funding for VET and higher education in Australia and specifically for the Northern Territory, then considers some possible ways of increasing funding or reducing the costs of providing education and training. Ways in which public funding could be expanded are discussed, as is private funding, and finally ways of increasing the efficiency of delivery and hence reducing the cost per EFTSU or per student hour.

This paper discusses the main analytical techniques used in "Mapping Educational Research and Its Impact on Schools." The study considered the impact of the outcomes of educational research on the practice of teaching and learning in Australian schools and on educational policy and administration. Mixed methods were used, beginning with a review of the literature and the exploration of the Australian Education Index (AEI) educational research database. Documents were collected from faculties of education in Australia, and questionnaires about the use of educational literature were developed for postgraduate students (n=1,267), school principals (n=73), and representatives of 72 professional associations. The experiences of 14 countries in the OECD are examined in order to address the issue of transition from compulsory education to work change and how it changed in the 1990s. The report also examines the data in relation to the types of transition policies and how well they worked. In a number of countries the past 20 years have seen increases decentralisation of authority for a range of decisions to individual schools. A range of arguments has been advanced in support of decentralisation but a common belief is that shifting authority to schools will enhance the quality, effectiveness and responsiveness of public education. The issue of 'lifelong' learning has become an important issue in educational policy in state and national levels. At the international level, lifelong learning has been adopted as a key issue of the European Union and the OECD and UNESCO. This paper focuses on one key of the policy agenda: how to pay for lifelong learning. The paper opens with a discussion of the concept of lifelong learning, the costs associated with lifelong learning and how individuals and organisations can be stimulated by government initiatives to invest in lifelong learning.

Have key research centres brought about a significant change in the quality, quantity and impact of vocational education and training research in their particular fields? This article offers a personal response to this question through the authors experience with the Monash University-ACER Centre for the Economics of Education and Training (CEET). It reflects on the ways in which the organisation's structure as a research centre enables a different way of doing vocational education and training research than individual researchers loosely linked together and on the processes of concentration and focus which lead to research of higher quality and greater impact.
