In 2014, the Principals Australia Institute (PAI) decided to develop a national system for providing professional certification to accomplished school principals, based on the AITSL Australian Professional Standard for Principals (the Standard). ACER has been assisting the PAI in the development of valid and reliable methods whereby principals can demonstrate how they meet the Standard. This work has included conceptualising the system, developing an assessment and evaluation framework for certification, and developing guidelines for three portfolio initiatives linked to the Australian Professional Standard for Principals. This report presents the findings of an evaluation of School Centres for Teaching Excellence (SCTE) initiatives introduced by the Victorian Department of Education and Early Childhood Development (DEECD) during 2011. SCTEs are partnerships of universities and schools designed to establish leading practice in providing quality pre-service teacher education, continuing professional learning and research opportunities. The initiative was funded through the Smarter Schools National Partnership on Improving Teacher Quality.

The School Staff Workload Study was commissioned by the Victorian branch of the Australian Education Union (the Union) in March 2016. The study involved the design and delivery of an online survey by the Australian Council for Educational Research (ACER). The survey was a census of the Union membership and was open to the majority of members in Term 2, June 2016. The survey targeted three groups: teachers, school leaders (Principal class), and education support staff. Proposals announced yesterday by Education Minister James Merlino to attract more talented teacher education candidates underline the importance of teacher quality to student learning.
 
We have allowed teaching to become a much less attractive career option for academically successful secondary school students. Allowing the current trend to persist would have a detrimental effect on school students and on education in the long term in Victoria.
 
Future teachers can apply for undergraduate teacher education programs through two different pathways; through Tertiary Admissions Centres at the state level, or directly to a university.

The British Prime Minister David Cameron recently announced that his government would be supporting a proposal from the teaching profession to establish its own, teacher-led College of Teaching, fully independent of government. The announcement followed the release of a ‘Blueprint’ for an independent professional body developed by a broad cross-section of the education community, with professional certification as its core, unique function. The Blueprint provided the government with clear evidence of leadership at the level of the profession. In February 2014, the Federal Minister for Education, Christopher Pyne, appointed a Teacher Education Ministerial Advisory Group (TEMAG) to make recommendations on how initial teacher education in Australia could be improved. Their report, Action Now: Classroom Ready Teachers, was released in February 2015, together with a response from the Australia Government. This article examines the extent to which the TEMAG report and the Minister’s response address the central problems facing teacher education today.

Any serious policies about teacher quality must address the challenge of making sure teaching can compete with other professions for its share of high quality graduates from schools and universities. Recent research shows that it is the salaries of experienced teachers relative to other professions that distinguishes countries with higher student achievement. The Discussion Paper identifies three fronts on which the Victorian Government will take action over the next ten years. Action 1: Attract great people into teaching: attract stronger candidates and improve their preparation. Action 2: Create a high performance profession: stimulate a culture of excellence and effective professional development. Action 3: Provide strong direction and support: elevate the role of leadership at school and system levels. As a general observation, each of these areas for action is important. The diagnosis of areas requiring action is accurate. However, the prescription is weak in some areas and needs to be strengthened.

International interest in policies that promote teacher quality has increased markedly in recent years (OECD, 2005). It draws on the experience of several countries that have sought to reform teacher career structures and pay systems so that there is a closer alignment between career progression and developing expertise as a teacher.
