The purpose of this study was to determine reasons why few African Americans are in leadership positions in the urban agriculture industry. The lack of leaders will probably continue because there is a dearth of African Americans enrolled in agriculture programs at colleges and universities in the Commonwealth of Virginia.
Six research questions guided the study in its endeavor to determine perceptions about the urban agriculture industry. Data were collected through surveys and interviews. The purpose of this study was to study recreational reading in third, fourth, and fifth grade urban students in a school district in Southeastern Virginia. The widely-used Accelerated Reader (AR) was the tool examined in the promotion of recreational reading. Recreational reading studies have been done on a broad economic spectrum (Advantage Learning Systems, 1997; Paul, 1996; Paul, VanderZee, Rue & Swanson, 1996). A gap in knowledge exists as to whether recreational reading programs, using AR, are effective with the urban elementary students. The purpose of this investigation was to assess the factors deemed important by dental hygienists in their selection of continuing education courses prior to and after the initiation of mandatory continuing education in the Commonwealth of Virginia. Under mandatory continuing education, dental hygiene educators must be able to plan continuing education courses that meet the needs of potential participants.
Results indicate that relative to each other, the 15 factors within this study, ranked in a hierarchy of importance in continuing education course selection by dental hygienists. Mandatory requirement for relicensure and course time ranked higher and course presenter and cost …

Virginia's Eastern Shore High School Students: Factors That May Impact Their Educational Aspirations, Valdimir Demont Handy

Using 1995 Survey data collected from high school students on Virginia's Eastern Shore, this thesis investigated whether or not self-esteem and perceived parental expectations play a role in the educational aspirations of rural high school students. Results demonstrated that self-esteem and perceived parental expectations are both positively related to students' educational aspirations. Caucasians and females were found to have higher educational aspirations than their counterparts. Results also indicated that the relationship between self-esteem, perceived parental expectations, and students' educational aspirations does not vary significantly across ethnicity or gender in this rural population. This study examines patterns of giving among the corporate foundations in Virginia and select others which have a significant presence in Virginia. The purpose is to better understand how and why they give as they do. In addition to investigating trends in giving, the amounts given, and motivations for giving, the study compares these data with prior research that has indicated corporate favoritism toward private and public "specialized" or "elite" higher education (Reich, 1992; Council for Aid to Education, 1994). The current study was a utilization-focused implementation evaluation of the 2 + 2 for Teachers: Alternative Performance Appraisal Program (2 + 2). The 2 + 2 program is an experimental appraisal program designed to support substantial instructional reform in the Norfolk, Virginia based PRIME (Public school Restructuring through Innovative Mainstream Education) systemic reform project. Through frequent classroom observations by administrators, peers, and students, who offer two compliments and two suggestions for improvement at each observation, the 2 + 2 program provides a framework for teacher collaboration and professional growth. This study examined the assistant principalship in urban public high schools in Virginia that were restructuring. The study was designed to determine the role of the assistant principal, to identify how the role had changed as a result of restructuring, to identify concerns and issues to be considered for redefining the role, and to identify modifications to enhance the role.
The literature review revealed that the role in general and in schools that were restructuring had been ignored. Themes identified for exploration included role definition, ambiguity, and conflict; changing relationships; decision making; shared leadership; job satisfaction; and career goals.

The purpose of this study is to identify conditions which make the success of innovations in public education more likely, thus helping administrators make better use of scarce resources. Nine innovations in Norfolk Public Schools in Virginia were examined. These included an automated student information system, electronic mail, an alternative school for pregnant teens, and a special education parent center.

The purpose of this study was to assess the relative importance of the ten most significant components of an elementary guidance program. A second purpose was to identify differences in guidance services provided in selected urban and rural schools and also the perceived effectiveness and adequacy of the services as viewed by counselors and teachers. The study was conducted with elementary guidance counselors and elementary teachers in 48 urban and 48 rural schools in Tidewater, Virginia.

The purpose of this study was to identify disparities between perceptions of the public school personnel director's role by both personnel directors and superintendents. The study was limited to personnel directors and superintendents employed by urban school divisions in Virginia. The purpose of this study was twofold. First, the study determines if Virginia urban public school executive leadership used automated informational systems to support policy, goal setting, and decision making typical of its job requirements. Secondly, the study describes the planning techniques specific to automated system development used by the school division where such automated executive support occurs.

As adolescent pregnancy becomes more prevalent and funds for social programs diminish, the need to define the parameters of successful educational programs for pregnant teens becomes clear. This dissertation evaluated four programs to determine the effect of centralization of instruction and the length of time a student spent in her program on self-concept, vocational awareness, academic achievement, attendance and return to regularly assigned school.
