Student attendance has been a national concern since the start of compulsory education in America; however, since the COVID-19 pandemic, attendance plummeted to never- before-seen attendance rates. Nationally, by the end of the 2021-2022 school year, nearly one in three students were absent 10% or more of the school year (Attendance Works, 2023). My 39-question survey conducted in two vastly different states between April and May of 2023 corroborated the national data and resulted in nearly one in three students being absent 10 or more school days in a year. Therefore, administrators and counselors must find creative incentive programs tailored to meet the needs of respective school settings, such as the Jostens Renaissance incentive program. The purpose of this program evaluation was to review the current attendance/truancy policies and procedures of Mountain West High School (MWHS), identify gaps and concerns, analyze data, and make actionable recommendations that would foster improvement in academic achievement through attendance efforts. A growing body of research indicates that missing 10% or more of the school places students at risk of failing general education courses, having low grade point averages (GPA), and performing poorly on standardized testing in relation to peers with “good” attendance (i.e., 95% average daily attendance [ADA] or better). This proposed policy advocates for students in alternative high school programs to have flexible school day schedules according to Illinois State Board of Education compulsory attendance laws. Students in alternative high school programs are often referred for chronic truancy. Most school board policies state that all students need to attend school for the entire 300 minutes of the instructional day because when students do not attend for a full day or a half-day (150 minutes) the district is penalized in the amount of general state aid.
