This study was designed to examine the expectations held by key administrative personnel within West Virginia’s county school systems regarding the role of the special education administrator. Seven functional areas of administration containing forty specific tasks were examined to identify potential areas of conflict among and between special education administrators, superintendents and principals. Data resulting from 202 returns of the questionnaires and demographic surveys from the 260 individuals contacted were analyzed to test fourteen null hypotheses. This study examined the relationship of staff participation and desire to participate in the decision-making process of an organization to perceived job satisfaction and role ambiguity and overload of teachers in child development agencies. The study also included an investigation of the methods of decision making most often used by child development agencies to determine if there was a significant relationship between the teachers’ level of satisfaction in participating in decision making and the mode of decision making used in their organizations.

This is a study of the current legal theories, elements, and courts’ stances affecting educational malpractice litigation. General and legal issues were researched as a basis to identify court attitudes and general public pressures. The study also took a look at the question of possible avenues for dealing with problems of educational malpractice. Should the courts decide why Johnny can’t read and award monetary damages? It was the purpose of this study to determine whether a bias toward female behaviors exists in the school environment that academically handicaps males and results in a higher ratio of males to females being placed in special education classrooms. In addition, the study examined the administrative implications related to sex-role bias and the ratio of males to females in special education classes.

The problem investigated was the degree of incongruence between the perceptions of nursing education administrators and nursing service administrators in regard to the educational preparation and employment practices for technical and professional nurses which has contributed to discontent in the profession. The population studied was nursing education administrators in AD and BSN programs and nursing service administrators in general acute care hospitals in West Virginia. The research method was a descriptive survey using a mailed questionnaire developed by a researcher. Eighteen (100%) of the nursing education administrators and sixty (89.6%) of the nursing service administrators responded.

The purpose of this study were to (1) investigate the attitude and acceptance behaviors of the regular-classroom teachers toward the present movement of educating handicapped students in the regular classroom, and (2) to investigate selected variables that may affect the attitude and acceptance behaviors, in order to have the findings of the study serve as one basis for future curriculum planning in teacher education programs as well as for in-service program development for local education systems.

The functions of the superintendency are crucial to the organization and administration of a public school system. Yet, despite the importance of this position, objective and systematic procedures and processes concerning the identification and evaluation of superintendents’ job functions are seldom employed. The result has been “wide-spread dissatisfaction with superintendents’ evaluation and performance appraisal programs by both superintendents and boards.” Casual, unspecified evaluations of superintendents lead to the development of misunderstandings between school boards and superintendents and interfere with “the efficient conversion of board policy into school system practice.”

During the past two decades a substantial amount of educational research has focused on the relationship between socioeconomic status and school achievement. Many researchers believe that a strong correlation exists between these two factors while others present evidence to refute this hypothesis. It appears that most of these investigations fall into one of three categories. Arthur Jensen, a well known advocate of genetic determinism, contended that eighty percent of the variance in intelligence could be accounted for by hereditary factors. Prior to coming to Marshall, he received his education from the State Teachers College at Valley City, North Dakota, Springfield College, and Columbia University. He also served in the United States Army and the American Red Cross. The purpose of this investigation was to identify and analyze trends in Title IX’s impact and sex rations of athletic coaches and administrators in AIAW Division I intercollegiate athletic programs. Institutions offering at least one Division I intercollegiate athletic program, as defined by the Association for Intercollegiate Athletics for Women (AIAW), were chosen as a population. Even though some researchers and authors have reported that improvement in motor ability in young children is accompanied by improvement in cognitive ability, others have found no significant relationships between these two parameters. The problem is to devise for institutions of higher learning a model policy regarding grades and grading practices, specifically with respect to (1) grade appeal procedures, including instructor rights and student rights; (2) methods of determining grades; (3) definitions of grades; (4) responsibility for assigning grades; and (5) cheating regulations insofar as they affect grading policies. THE PROBLEM

The purposes of this study were (1) to project the enrollments and resulting student credit hours produced for each institution of higher education in West Virginia between 1963 and 1975 and (2), based on enrollments and other factors, to project the operating budget needs for each institution between 1963 and 1975.

Projections were made for each of the twenty institutions of higher education in West Virginia and for state higher education as a whole. Primary importance of the findings was in the application by each institution in long-range institutional research and planning.

This study revealed that the West Virginia Forestry Camp has in its legal machinery the purpose of rehabilitating male juvenile offenders between the ages of 16 and 21. However, no overt statements of educational objectives were found in the rehabilitative program.

Tests revealed both a low intelligence level and a low grade achievement level among the cases examined.

Pupil transportation is coming to be considered an indispensable service in the West Virginia school systems. In the year 1941-42 more than 132,885 pupils were transported to and from West Virginia schools daily. This was an increase of 77,886 over the number transported in 1932-33 or an increase of about 8,660 annually.

The average daily attendance in the public elementary and secondary schools of West Virginia for the year 1941-42 and 395, 065 which shows that 33.63 per cent of all the pupils attending the public school were transported at public expense. The sum of $2,142,943.40 was spent for transportation, …
