Technical Vocational Education and Training (TVET) was institutionalized by the Philippine government in order to fill in the gaps left by the higher education system in transitioning students to the formal workforce. However, recent studies suggest that TVET graduates have a difficult time gaining employment and wage increases because of skills supply and demand mismatches and the devaluation of TVET degrees. Distance learning (DL) is a teaching-learning modality in which teaching occurs at a different place from learning (Moore & Diehl, 2018). Technology-supported distance learning (TDL) is DL in which learning contents—whether documents, videos, or games—are disseminated via the Internet, broadcast signals, or storage devices like USB drives and can be accessed by a learner any time after they have been received. These three kinds of TDL are called online DL (ODL), DL via datacasting (DLD), and electronic DL (EDL), respectively. Reproduction of learning materials is much faster and cheaper using TDL than traditional, paper-based DL.

The Philippines performed abysmally in Programme for International Student Assessment (PISA) 2018 science literacy assessment: only 22% of the 7,233 15-year-old Filipino students who participated in PISA achieved the minimum level of competency (Level 2) in science literacy (Organisation for Economic Cooperation and Development [OECD], 2019). This performance in the science assessment places the Philippines near the bottom of the 79 countries and economies that participated in PISA 2018. This study aimed to determine predictive models that would identify the most important predictor variables for students in the lowest proficiency group in public schools and private schools. After experimenting with different machine learning approaches, the random forest classifier (SVM) models were found to perform most accurately (Lundberg & Lee, 2017). To identify the most important predictors of being a poor performer in mathematics, Shapley values were generated, which produces a ranked list of several features in descending order. In an attempt to control the spread of the COVID-19 virus, virtually all schools around the world were closed by the end of the first quarter of 2020. Following a brief hiatus, the majority of the countries opted to utilize variations of distance learning—as opposed to resuming face-to-face classes—to minimize disruptions in the education of the more than 1.5 billion students in 191 countries. The COVID-19 pandemic forced many (if not all) countries to resort to extreme interventions to manage the spread of the Corona virus. However, most of these spending are not explicitly considered as health expenditures in typical National Health Accounts (NHA) estimates. As such, estimating health spending by employing the conventional expenditure items recorded in NHAs may not reflect the overall financial impact of the COVID-19 pandemic on the healthcare system. The Philippines has responded to the COVID-19 pandemic by implementing a lockdown in an effort to suppress the spread of the disease. This measure has led to unprecedented disruption in many sectors of the economy. Educational institutions have similarly been affected. As schools are the ideal breeding ground for “super spreader” events, the suspension of face-to-face instruction is an important control measure from a public health perspective. Physical closures may need to be maintained even after the lockdown is eased. This paper estimates the impacts of the Philippine Dual Training System (DTS) on labor market outcomes using a recent survey that tracked graduates from DTS and non-DTS programs provided by vocational training institutes. DTS programs partner with local employers to combine on-the-job training (OJT) with the conventional school- or center-based instructions, while non-DTS programs consist solely of the latter. The estimation results in Fuzzy Regression Discontinuity Design show a significantly positive impact on the most-recent monthly earnings.
