Current Countering Weapons of Mass Destruction (CWMD) demands can be divided broadly into policy and science. The science of chemical, biological, and radiological/nuclear weapons informs the limits of development, production, employment, operation, detection, risk characterization, human and material protection, and medical intervention. In short, the science of weapons of mass destruction (WMD) should precede and inform the development of policy. It is to this end that the Air Force Institute of Technology (AFIT) CWMD program was re-established, providing a technical educational option for practitioners to understand the science behind a very technically challenging subject.

In the emerging field of nuclear security, those responsible for education and training are constantly seeking to identify and engage with tools and approaches that provide for a constructive learning environment. In this context, this paper explores the nature and value of Tabletop exercises (TTX) and how they can be applied in the nuclear security context. High-stakes decision-making represents a critical component of crisis leadership. This study examined the decision-making processes practiced by global, national, and local crisis leaders to identify common decision-making process traits and propose a useful model to guide crisis leaders high-stakes decision-making. This research suggested the hypothesis is correct and inexperienced crisis leaders may benefit from a potential new decision-making model better aligned with the experiences of a panel of national and global crisis decision-making experts.
