Abstract

Competition for donors and dollars between higher education and the non-profit sector has never been greater, with Americans giving nearly $450 billion in philanthropic support to charitable organizations in 2019 (IUPUI, 2020). Alumni of higher education institutions are a natural constituency group with a history of giving back to support student needs and programs.

New research in fundraising for higher education analyzing generational giving behaviors of alumni graduate donors could help universities better understand their giving results and support the innovation of new fundraising strategies and best practices. Community colleges carry out dual missions providing occupational and collegiate preparation in local communities across the United States. These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. The transfer and articulation literature stresses the importance of statewide policy guidelines, yet little has been written about the process of transfer policy development involving state higher education governance and policy groups and actors. In American higher education, the need to make public colleges and universities responsive to the public interest is often in tension with the necessity of providing institutions with the requisite authority to manage their internal affairs. In seeking to strike a balance between acceptable state oversight versus the need to safeguard the authority of public colleges and universities to manage their own affairs, some states rely on constitutional provisions to limit excessive state governmental intrusion.
