On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. It is assumed that the projected Newark Promise scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of students are enrolled with Promise scholarships. Once "fully loaded," annual cost estimates for a Newark Promise range from approximately $8 million to $11.5 million per year, although costs would be substantially lower in the initial years of the …

The School for Global Inclusion and Social Development (SGISD) is the newest graduate school at UMass Boston. We are the first graduate program in the world to focus on wellness, disability, and economic development from an international perspective. The first students in our master's program will start classes in January 2014, with our PhD program to launch in September 2014. SGISD's emphasis is on groups of people who are excluded from communities here in the U.S. and abroad, due to disability or other conditions. Instruction will be delivered on campus, online, and through international exchange programs.

City officials often use focus groups in economic development. However, findings indicate that group dynamics can threaten validity when seeking consensus. Data suggest a strong rebound effect for participants to return to their earlier pre-focus group assessment beliefs. Introduced is the ‘BUCKS’ Planning Model for facilitating city economic development initiatives.

Tom Loveless, a former sixth-grade teacher and Harvard public policy professor, is an expert on student achievement, education policy, and reform in K-12 schools. He also is a member of the National Math Advisory Panel. What do we know about U.S. students' academic achievement compared to students in other countries? The talk will present the latest evidence on U.S. performance on international tests and examine long term trends. In addition, the performance of Nevada and Las Vegas students will be reviewed in the context of national and international assessments.

Communities relay expectations of behavior that influence residents' decision making processes. The study's purpose was to define and identify Social, cultural, and human capital variables relevant to understanding community expectations of postsecondary attainment. The study sought an operational model of community expectancy that would allow policymakers and higher education leaders to recognize the community-level factors affecting student outcomes and then to make appropriate policy adjustments to encourage better outcomes.

City and community oficials are responsible for developing and sustaining economic growth. This research focuses on Best Practices Cities - those with current and predicted economic growth above the national average - and the specific management practices that are responsible for such growth. The CASH model is presented to assist city planners and other social entrepreneurs in their economic development initiatives.

The La Crosse Promise: Economic Impact Study, George A. Erickcek

The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

This interim report presents baseline information from all 26 regions. Too often city officials seek external expertise in advancing economic development initiatives when significant economic opportunities may exist internally. This research examines the relationship between “city-type” and entrepreneurial aspirations of its residents. At the Second East Asia Summit (EAS) held in 2007, the EAS leaders agreed to strengthen educational cooperation between their 16 countries. Leigh and Gill focus on two major, policy relevant sources of change at the local level. First, on the supply side, they examine how responsive community colleges’ are at meeting the needs of the growing immigrant population for education and training. Then, on the demand side, they look into whether the need of local employers for skilled workers is being met, an issue impacted by dynamic technological change and increased global competition.

Employment Success Of Community And Technical College Program Graduates As An Indicator Of Economic Development In West Virginia, Kristin L. Mallory

The purpose of this study was to analyze existing wage data to quantify the employment success of community and technical college graduates by program as an indicator of economic development in West Virginia. Data for the variables were obtained from archival databases and a cooperative agreement between state agencies. Descriptive statistics were utilized to examine employment rates, range of earnings, and employment in-industry of community and technical college graduates from 23 programs from 1997 to 2002. Graduates in the health fields demonstrated both the highest and lowest ratios of employment, with the mean employment rate for all programs of 68.12 …
