First-generation college students do not persist to degree completion at the same rate as their continuing generation peers. There is a wide range of research focusing on the challenges and opportunities that first-generation college students experience, ranging from pre-matriculation factors, the transition period to college, and throughout the undergraduate years. The achievement gap, in terms of persistence to degree, has been a consistent focus of research as first-generation students routinely do not earn college degrees at the same rate as their continuing generation peers. This dissertation explores the University of Kentucky’s efforts to develop and implement an “action program” in eastern Kentucky in the 1960s. By the late 1950s, Kentucky’s political, business, and academic leaders had identified eastern Kentucky as the state’s problem area, and they sought strategies to bring the region into the economic and cultural mainstream. This generation of post-war leaders had an uncompromising faith in the power of knowledge, technology, and planning, and University leaders saw their action program as a university-wide effort to address what most would argue was Kentucky’s ugliest problem. High rates of poverty and low levels of educational attainment have plagued the Appalachian region throughout history. The Robinson Scholars Program was created in 1996 as part of the University of Kentucky Board of Trustees’ plan to support economic and community development in Appalachian Kentucky.

The Robinson Scholars Program is a scholarship and student support program that serves first-generation college and college-bound students from twenty-nine Eastern Kentucky counties with historically low rates of college attendance.
