Higher Education In Israel: An Overview, Ami Rokach

The Global Village is changing and, with it, the higher education landscape. In the present article, the changes that have happened globally are reviewed, and particularly in Israel. In general, due to privatization and global competition, higher education is becoming more accessible; thus, there is a concern that quantity may come at the price of quality education. The article ends with an attempt to foresee what lies ahead for higher education in Israel.

As higher education costs rise, many communities have begun to adopt their own financial aid strategy: place-based scholarships for students graduating from the local school district. In this paper, we examine the benefits and costs of the Kalamazoo Promise, one of the more universal and more generous place-based scholarships. Building upon estimates of the program's heterogeneous effects on degree attainment, scholarship cost data, and projections of future earnings by education, we examine the Promise’s benefit-cost ratios for students differentiated by income, race, and gender. "[A]n examination of racial diversity in higher education requires serious consideration of space... [A] spatial perspective offers a lens for locating and examining processes of racialization. And a spatial approach also provides a language participants and researchers can use to talk about the discreet ways race still operates in everyday interactions, including subtle forms of racism that are overlooked or ignored because race is often understood by students to matter less today. Essentially, a spatial approach sheds light on race relations and racial structures in tangible campus environments."

Nontraditional Student Risk Factors And Gender As Predictors For Enrollment In College Distance Education, Tammy Crews Pao

The purpose of this dissertation was to examine whether nontraditional student age, female gender, and the possession of nontraditional student risk factors predict enrollment in distance education college courses. This dissertation used data from the most recent National Postsecondary Student Aid Study (NPSAS:12), which consisted of approximately 95,000 undergraduate students who were enrolled in higher education in 2011-2012. The results of a logistic regression analysis indicated that both nontraditional student age and female gender were strong predictors of enrollment in distance education, whereas the number of nontraditional student risk indicators was a partial predictor. This paper discusses the challenges that institutions of higher education face in educating and preparing students to work and live in an increasingly diverse global population. This concept-oriented discussion does not intend to provide detailed theoretical or experimental development and analysis. Instead, this paper presents an innovative paradigm that attempts to embrace many nuances associated with the terms diversity and globalization in the literature. The paper posits the internationalization of education as a strategy that can help universities demonstrate their commitment to educating students from culturally and linguistically diverse backgrounds. This paper outlines the first phase of a process of re-design strategy that was undertaken in an Irish higher education institution. The re-design strategy was undertaken prior to a merger of three autonomous higher education institutions in the Dublin area. The strategy undertaken comprised three main phases: identification and consideration of design criteria; short-listing and consideration of design options; and finally, the development and selection of the most appropriate design option. This paper focuses mainly on the first phase of the process undertaken: the identification and consideration of design criteria.

This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. It is assumed that the projected Newark Promise scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of students are enrolled with Promise scholarships. Once "fully loaded," annual cost estimates for a Newark Promise range from approximately $8 million to $11.5 million per year, although costs would be substantially lower in the initial years of the …

The Kalamazoo Promise, announced in 2005, is an innovative college-scholarship program available to every graduate of the Kalamazoo (Michigan) Public Schools. Programs such as the Kalamazoo Promise, which is being emulated in cities across the United States, open new avenues for the acquisition of human capital regardless of income level or academic achievement, while facilitating the creation of new economic and social assets for the community. Following a brief explanation of the program itself, this paper examines the Kalamazoo Promise as a human capital-investment strategy and its potential as a mechanism for reducing inequality. This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence. This report provides a cost-estimate of a two-year universal, place-based scholarship program for the School District of Beloit. The scholarship could be used at any technical two-year public college in Wisconsin. The cost estimates of a first-dollar and middle-dollar scholarship program, which would require students to complete their FAFSA, are provided to the year 2023. This report is based on modifying an impact model constructed by the Upjohn Institute for the School District of Beloit to estimate the potential fiscal impact of a four-year scholarship program.

This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …
