Perceptions Of Preparedness Regarding Administrative Responsibilities: A Comparative Analysis Of Preservice And In-Service Secondary Music Educators., Ashley Ann Hokenson

Electronic Theses and Dissertations

This study investigated perceptions of knowledge and preparation regarding administrative responsibilities among in-service and preservice music teachers. Samples were selected randomly through NAfME and NASM databases. Data collection and analysis answered research questions asking how knowledgeable these groups felt about administrative topics, how they felt their undergraduate coursework prepared them for administrative responsibilities, and if there were any significant differences in preparedness among different subject areas taught by in-service directors. The findings report in-service teachers felt more knowledgeable of all administrative topics. Funding for public higher education has been cut in Kentucky in the decade starting 2008 (Spalding, 2019). Due to several contributing factors, including entitlement programs, healthcare costs, the great recession, and other competing demands at the state level, this is a nationwide trend and is not predicted to reverse any time soon. Numerous studies and national data show a growing number of small, private, Christian colleges face extreme difficulties, which often result in decline, followed by closure or merging with larger, higher education institutions. Attempting to overcome the loss of student revenue from a declining enrollment, many small colleges raise tuition prices, spend endowment funds, and overextend themselves with high debt payments. Countering the increased tuition prices, these colleges often increase scholarships and financial aid, which reduces available funds for other institutional needs. In attempts to make government fair and equitable, the process of any bill but especially the budget bill can be extremely convoluted and difficult to follow. I was able to learn how to navigate the system and understand the processes by which things happen at the statehouse.

The statehouse is filled with representatives of countless interest groups all fighting for their opinion of how things should be done. As demonstrated by this budget cycle, government can be a push and pull directed by politics, personal opinions, and countless other factors, which may result in nothing getting done.
