Normalmente, somos crítico do Presidencialismo. Mas o nosso sistema parlamentarista tem um problema também: o da qualidade dos nossos representantes. O texto ficcional proposto encena as angústias de um parlamentarista que entende a política como um clubismo, mas que mesmo assim precisa de ir digerindo as escolhas das máquinas partidárias para candidatos a deputados. Obviamente tal não pretende levar água nem ao moinho dos que pretendem reduzir o seu número, tornando o parlamento numa sensaboria bicolor, nem dos que gostariam de círculos uninominais, em que seria eleitos candidatos mediáticos ou caciques locais.

Discourse generally refers to "written or spoken communication or debate". The following are three more specific definitions: (1) In semantics and discourse analysis: A generalization of the concept of conversation to all modalities and contexts. (2) "The totality of codified linguistic usages attached to a given type of social practice. (E.g.: legal discourse, medical discourse, religious discourse.)" (3) In the work of Michel Foucault, and social theorists inspired by him: "an entity of sequences of signs in that they are enouncements (enoncés)" (Foucault 1969: 141). This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. While immediate policy objectives are met through the design of the CCSS, if viewed in a wider context of overall national policy objectives a range of negative side-effects are evident …

Brother Carl Clayton was born George Clayton in 1938, the youngest of four boys, whose family resided in Baltimore, Maryland. He attended Calvert Hall High School and received a scholarship to attend La Salle College in Philadelphia, PA, beginning in September 1956. After a brief time as a student, Mr. Clayton decided to enter the Christian Brothers order. He completed his spiritual and intellectual training and took the name Damian Carl. Eventually his name would change to just Carl. Br. Carl reported to Pittsburg Central Catholic in September 1961 and was later assigned to La Salle High School in 1963. …

John Hughes May Be Onto Something: Anti-Authoritarianism In Education, Film And Policy, James M. Iddins

In this article, I use two popular anti-authoritarian films to explore often-overlooked options for the education reform debate and general issues related to educational public policy. Bringing in sources from many disciplines, including anthropology, sociology, and economics, I argue for a second look at the issues revealed in the films and action on our part toward creating a more sustainable educational and economic reality. I contend that if we take into account our historical context, we come to a much different conclusion regarding these issues than we might have otherwise.

Buckeye Battleground is the result of a decade’s worth of research at the Bliss Institute on elections in Ohio, with special emphasis on the 2004 and 2008 presidential campaigns, and the 2006 gubernatorial campaign. This book seeks to explain why Ohio is, and has been, at the center of American elections. Using historical analysis, demographic data, and public opinion surveys, the authors demonstrate Ohio’s role as the quintessential “battleground” state in American elections. This short nontechnical article reviews the Arrow Impossibility Theorem and its implications for rational democratic decisionmaking. In the 1950s, economist Kenneth J. Arrow proved that no method for producing a unique social choice involving at least three choices and three actors could satisfy four seemingly obvious constraints that are practically constitutive of democratic decisionmaking. Any such method must violate such a constraint and risks leading to disturbingly irrational results such and Condorcet cycling. I explain the theorem in plain, nonmathematical language, and discuss the history, range, and prospects of avoiding what seems like a fundamental theoretical challenge to the possibility …

Mexico serves as a useful case for the study of privatization in higher education. This chapter looks at Mexico’s transformation from an eminently public system to an increasingly private one. Human trafficking is an international problem that penetrates every society on the globe. Trafficking in children for the purposes of commercial sexual exploitation, forced labor, and domestic servitude occurs in every state of the United States. Education is key in preventing human trafficking and American students lack proper knowledge of the issue. This study seeks to bridge this shortcoming through the creation and implementation of a holistic anti-trafficking advocacy curriculum that not only informs and motivates students and educators toward advocacy, but also meets Colorado state academic standards. In the 41 states without a substantial historic Latino population, large-scale schooling of Latinos is a comparatively new issue and the nature of that schooling is fundamentally shaped by how the more established (usually Anglo) populations understand this task. This chapter describes the understandings that led to, but also limited, one particularly comprehensive attempt in Georgia to respond to Latino newcomers. In that sense, this is a study of the cosmologies that can undergird the politics of schooling of Latinos. History education builds the foundation of a common past necessary for the formation of group identity. Evaluating History curricula is important because group identity guides people’s political behavior. This Uganda case study demonstrates how different actors have manipulated History education in order to enhance the saliency of ethnic, national, and regional identities. The expansion of nationalized education and the teaching of Ugandan, East African, and African history have contributed to fostering the rise of national consciousness in Uganda. Greater awareness of national identity has promoted national integration while marginalizing non-school educated people.

As world communication, technology, and trade become increasingly integrated through globalization, multinational corporations seek employees with global leadership experience and skills. However, the demand for these skills currently outweighs the supply. Given the rarity of globally ready leaders, global competency development should be emphasized in higher education programs. The reality, however, is that university graduate programs are often outdated and focus mostly on cognitive learning. Global leadership competence requires moving beyond the cognitive domain of learning to create socially responsible and culturally connected global leaders.
