The first compelling point Dominican illustrates is that private liberal arts universities can effectively serve the needs and interests of first-generation college students and students of color (respectively, 25% and 46% of our student body). This has been a deliberate commitment at Dominican, but it also demonstrates that broad-based and contextualized learning can be just as appealing and just as relevant as more narrow pre-professional programs to those students and families who are often under the most pressure to consider immediate return on their college investment. The purpose of the study was to understand student interaction and learning supported by a collaboratively social annotation tool — Diigo. The researcher examined through a case study how students participated and interacted when learning an online text with the social annotation tool — Diigo, and how they perceived their experience. The findings suggested that students participated actively in the collaborative learning activity and were engaged in a variety of behaviors including self-reflection, elaboration, internalization, and showing support. Although students generally had a moderately positive attitude toward using the social annotation tool for collaborative learning, a few problems were identified. …

There is an increasing emphasis on learning outcomes assessment in the accreditation process in higher education in general and in library education specifically. This mixed methods study investigated the practice of outcomes assessment at master’s programs in library and information studies accredited by the American Library Association in the United States and Canada. Six salient themes emerged from the survey responses of Accreditation Liaison officers and the content analysis of 12 program presentations of MLIS programs. This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. It is assumed that the projected Newark Promise scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of students are enrolled with Promise scholarships. Once "fully loaded," annual cost estimates for a Newark Promise range from approximately $8 million to $11.5 million per year, although costs would be substantially lower in the initial years of the …

The Kalamazoo Promise, announced in 2005, is an innovative college-scholarship program available to every graduate of the Kalamazoo (Michigan) Public Schools. Programs such as the Kalamazoo Promise, which is being emulated in cities across the United States, open new avenues for the acquisition of human capital regardless of income level or academic achievement, while facilitating the creation of new economic and social assets for the community. Following a brief explanation of the program itself, this paper examines the Kalamazoo Promise as a human capital-investment strategy and its potential as a mechanism for reducing inequality. Two of these skills are the use of structured programming and team programming. The subjects of this study of the effect of team programming were students enrolled in an introductory COBOL programming course at the University of Wisconsin--La Crosse during the Spring and Fall semesters of 1980. The subjects were divided into a control group who wrote programs in the traditional individualized manner and an experimental group who wrote programs in teams of three. For many students at urban commuter colleges, the process of financial aid is unknown or mysterious; and so they work—often many hours a week—to pay expenses that financial aid might have covered. This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence. This report provides a cost-estimate of a two-year universal, place-based scholarship program for the School District of Beloit. The scholarship could be used at any technical two-year public college in Wisconsin. The cost estimates of a first-dollar and middle-dollar scholarship program, which would require students to complete their FAFSA, are provided to the year 2023. This report is based on modifying an impact model constructed by the Upjohn Institute for the School District of Beloit to estimate the potential fiscal impact of a four-year scholarship program.

This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …
