An Examination Of The Relationship Between The Achievement Of Students With High Incidence Disabilities And Maine State Compliant Standards-Based Individualized Educational Programs, Jessica A. Yates Cas, Ms

This quantitative study analyzed the significance of the impact of Maine state compliant standards-based individualized education programs (IEPs) on the math and reading achievement of third grade students eligible for special education under the high incidence disability categories of Specific Learning Disability and Other Health Impairment. A total of 72 cases (n = 72) were collected. Descriptive data analysis was conducted to investigate characteristics of IEP compliance with Maine state standardsbased IEP expectations in the academic and standards-based IEP goal realms. Findings from this case study research indicate that, as part of the school and district work to implement a proficiency-based system, all case study schools were establishing definitions of proficient, aligning curricula and assessments to common content area standards, and building interventions to remediate with students struggling to demonstrate proficiency.

As schools in Maine, and across the nation, are increasingly held to greater standards of accountability in terms of insuring higher levels of student academic growth and achievement, some schools are improving and some are not. Even beyond the constraints of tightening financial impositions and increasing accountability mandates, some are "defying the odds" and producing positive results. In 2010, at the request of the Maine state legislature, the Maine Education Policy Research Institute (MEPRI) at the University of Southern Maine (USM) began a multi-year study of two sets of schools in Maine. One set of schools was unique because they were found to be examples of More Efficient Maine schools. The second set were unique because they were examples of Improving schools, schools on their way to becoming more efficient. The Center for Education Policy, Applied Research, and Evaluation at the University of Southern Maine conducted a study in 2010-2011 of a sample of Maine high schools. Funded in part by the Nellie Mae Education Foundation, the study examined the degree to which these More Efficient high schools were also student-centered.

This report describes the methodology used to identify Maine schools that were outperforming expectations and reports the results from conducting case studies of a representative sample of these and other Maine schools.
