A critical teacher shortage continues to exist throughout the United States. Challenges with student behavior and classroom management are identified as a top reason for teacher attrition. Educational research has demonstrated that PreK-12 students who receive social-emotional-behavioral support through evidence-based classroom management (EBCM) practices are more likely to achieve academic success. When teachers deliver high ratios of positive interactions to their students, positive student outcomes are likely to occur. However, researchers have consistently found that, like other EBCM practices, this low-intensity, high-impact practice is typically implemented at significantly lower levels than necessary to promote positive student outcomes. The University of Maine’s Center for Community Inclusion and Disability Studies (CCIDS) embarked on a study, funded by the Maine Developmental Disabilities (DD) Council, to analyze the effect of increased support and training may have in reducing restraints, isolation, and seclusions at a private agency with residential and educational programs in various cities in Maine.
- Across all of its sites, this private agency has been utilizing Therapeutic Crisis Intervention (TCI), a comprehensive crisis management program, designed by researchers at Cornell University. A team from Cornell is currently providing additional training in TCI implementation to agency staff at a specific site. …

The Importance Of Administrative Supports In Retaining Special Educators: A Comparison Of Administrator And Teacher Perceptions, Mary Ellen Seymour

This study compared the perceptions of special education administrators (SEAs) and special education teachers (SETs) regarding the importance of administrative supports in retaining SETs, and also explored SETs’ levels of satisfaction with current supports and factors that correlated with satisfaction. Survey methods were used to identify and compare the perceptions of the importance of 23 administrative supports to the retention of SETs by 39 Maine SEAs and 122 Maine SETs. Using a framework developed by House (1981), administrative support items were assigned to one of four categories of support: emotional, instrumental, informational, or appraisal. Over the past two decades, Maine has experienced rapid growth of racially, ethnically and linguistically diverse populations, as has the US generally. Although Maine’s population is largely White (95%), children in Maine are disproportionately from minority populations; currently 9% of children in Maine are from a race other than White. With funding support from a Focused Assistance to Support Training Project (FAST) grant, the NH-ME LEND Program partnered with New Mainers Public Health Initiative (NMPHI) to develop and deliver parent advocacy training modules for Somali parents of children with Autism Spectrum Disorder (ASD). The use of restraint and seclusion for managing children’s behaviors in schools has led to physical and psychological harm, and, in the most extreme cases, even death. For more than a decade, the level of research and concern regarding restraint and seclusion in schools has grown. The experience of being restrained and secluded in school can be traumatizing and life-altering, particularly for children with developmental, mental health, or intellectual disabilities. While adults and children in mental health and correctional facilities are protected by law from the unnecessary use of restraints and seclusion, no federal law protects our children in schools. …

Teacher Judgment Accuracy In The Domain Of Spelling, April Spencer

This study investigated first and second grade teachers’ understanding of their students’ skill in spelling words of varying difficulty. Specifically, teachers judged their students’ item- by-item performance on a twelve-item spelling test adapted from a commercially available developmental spelling inventory. Results showed that teachers’ judgments were accurate 77% of the time, a figure similar to accuracy levels reported in previous teacher judgment research in the area of literacy. The study also included an error analysis task that was designed to assess teachers’ knowledge of developmental spelling. Results revealed a significant relationship (r = .42) between teacher judgment accuracy and performance …

Students arrive in classrooms with a variety of skills, interests and needs. For many learners, the typical curriculum—including instructional methods, classroom materials, and assessments of knowledge—may contain barriers to educational participation and achievement. Students who are unable to access print materials face particular challenges. Accessible educational materials reduce barriers and provide rich supports for learning. By using accessible educational materials, educators enable all learners to gain knowledge, skills and enthusiasm for learning.

Many children and adults with communication disorders, who live in Maine, do not receive speech therapy. Rural geography, a shortage of qualified speech-language pathologists, inadequate/costly transportation and inclement weather create significant challenges in reaching people in need of services. In response to this problem, an innovative graduate level telepractice training program in speech-language pathology has been developed at the University of Maine, Department of Communication Sciences and Disorders (CSD). Senator Harkin (D-IA), Senator Murphy (D-CT), Senator Baldwin (D-WI), and Senator Hirono (D-HI) introduced the Keeping All Students Safe Act (S.2036) in the Senate on Feb. 24, 2014. Rep. Miller (D-CA) introduced H.R. 1893 on May 9, 2013. The Act would produce limitations for the use of restraints in public and private schools. Currently, 19 states have no policies in place to address this issue. The law would require better training, monitoring and enforcement of these standards, as well as the collection of related data which would be available to the public. On May 9, 2014, Representative Smith (R-NJ) and Representative Doyle (D-PA) introduced a bill to reauthorize the Combating Autism Act (H.R. 4631) for five years. Senator Menendez (D-NJ) and Senator Enzi (R-WY) are planning to introduce a Senate bill of the Combating Autism Reauthorization Act. The Combating Autism Act of 2011, due to sunset September 30, 2014, provides federal funding for autism research, public education, and early detection and intervention in Maine. We are hoping that you will consider voting in support of the Combating Autism Reauthorization Act.

ECMHC strives to improve the ability of families, teachers, and care and education professionals to promote, sustain and restore healthy social and emotional development for all children. Early Childhood Mental Health Consultation approaches challenging situations with children from a problem solving perspective. ECMHC is not a therapeutic intervention: it occurs in the children's natural settings - child care, home, and school.

According to Ron Mace of the Center for Universal Design, universal design is the philosophy of designing and creating products and environments to be accessible to the greatest extent possible, to the people who use them, without the need for adaptation (http://www.cast.org). The principles of Universal Design have been broadened beyond the creation of physical space and materials, to include the design of curriculum, teaching strategies, and assessment. Universal Design for Learning (UDL) is based on the understanding that children learn in different ways. This framework focuses on planning from the start for the widest diversity of learners.

Surrogate parents are appointed to represent children with disabilities whenever the birth parents or guardian of a child with a disability cannot be identified, located, or when the child is in the custody of the state. They have all the rights of birth parents for educational matters, e.g. permission for evaluation and placement, release information and request for educational hearing. The primary responsibility of surrogate parents is to ensure that children with disabilities are provided with a free, appropriate public education.
