This guide emerged from policies and professional learning practices in the Northern Territory, Australia. Between 2014-2016, six experienced school principals located in remote urban and regional schools met twice a year to share plans, experiences and reflections about how they were using coaching and mentoring conversations to support teachers in their schools.

The theme of the 2015 Excellence in Professional Practice Conference (EPPC), held by ACER in May, was Improving assessments of student learning. A review of content and presentations for EPPC showed up some important trends and issues for further analysis and discussion. In a significant number of schools, the focus on assessment was well integrated into an overall school improvement plan or approach. In other schools, the school process overwhelmed the focus on assessment, and at times even overshadowed the focus of the study to be shared. An Effective School Improvement Framework: Using The National School Improvement Tool, Deborah Seifert, Elizabeth Hartnell-Young

This occasional paper of the Centre for Education Policy and Practice outlines how the National School Improvement Tool, developed by the Australian Council for Educational Research (ACER ) in collaboration with the Queensland Department of Education, Training and Employment is being used in Australian schools. The Tool is grounded in international research, and its nine domains focus schools on whole school improvement in teaching and learning. ACER’s school improvement team conducts reviews and training for reviewers across Australia, and report on several themes or success factors which emerge from the consultants’ reflections.

In October 2012, the Queensland Department of Education Training and Employment (DETE) contracted the Australian Council for Educational Research (ACER) to undertake an evaluation of the Cape York Aboriginal Australian Academy (CYAAA) Initiative. The CYAAA Initiative is designed to improve student outcomes. It is a pilot program operating in primary schools at Coen, Hope Vale and Aurukun. (The trial began in January 2010 in Aurukun and Coen, and in January 2011 in Hope Vale.) The Initiative is part of the Cape York Welfare Reform education stream.

In Australia, the Collegial Snapshot (CSS) process has been a culturally safe, engaging and empowering way for Aboriginal and Torres Strait Islander students and their parents and carers to share their insights and ideas about what makes an effective school. The Aboriginal and Torres Strait Islander parents and carers through the Collegial Snapshot Process identified six key variables that make an effective school for their child including the Cultural Environment, Quality of Teachers, Community Engagement, Student Health and Wellbeing, Curriculum and School Leadership. Townsville Catholic Education Office in Queensland (TCEO) commissioned ACER to review its current processes for school renewal. TCEO seeks to support its school leaders in the design and implementation of self renewing school improvement. This report focuses on the explicit elements of teaching and learning with a particular emphasis on forming recommendations on the evidence base applied to school led reflection. The report is based on data collected from documentation, the views of diocesan leaders, consultants, principals and the current body of research evidence informing school improvement. There is now a widely held view that the most effective strategy for improving countries’ educational performances is to improve the day-to-day work of schools. This view follows several decades of significant increases in government expenditure on school education in developed countries, often with little or no accompanying evidence of improvements in the quality or equity of educational provision. A common strategy for promoting improved employee or organisational performance is to place a strong focus on organisational results. The perceived advantage of focusing on results is that it clarifies and concentrates effort on the main game: the key purpose of the organisation's work. It also provides a basis for evaluating employee performance. As part of their drive for improvement, organisations also sometimes attach incentives to results, either in the form of rewards or sanctions. The Teaching and Learning School Improvement Framework brings together findings from research into the practices of highly effective school leaders. The focus of the Framework is not on everything that effective leaders do, but on those leadership practices that appear to be most directly related to school-wide improvements in teaching and learning. The Framework was developed initially in collaboration with the Queensland Department of Education and Training and was used as the basis for a teaching and learning ‘audit’ of every government school in that state during the 2010 school year.
