The Programme for International Assessment of Adult Competencies (PIAAC) is an international survey of adult skills that covers reading literacy, numeracy and problem-solving of 16-to-65-year-old adults. This paper focuses on the development and evolution of the reading and numeracy aspects of PIAAC and presents an overview of Australian performance in PIAAC, the social and economic outcomes associated with literacy and numeracy proficiency and the literacy and numeracy standards for graduating teachers.

This monograph is about the development of a distinctive style of cross-curricular testing that was developed at the Australian Council for Educational Research in the 1960s and 1970s, and is still in use in some testing programs presently. The impetus for this kind of test development was the decision of the Menzies government to award 10,000 scholarships each year for students to study at Years 11 and 12 through a test called The Commonwealth Secondary Scholarship Examination (CSSE). Indonesia wants to improve the quality of students’ learning outcomes as a matter of urgency. In order to investigate the most effective ways of assessing and reporting on the employability skills of senior secondary students, the Commonwealth Department of Education, Science and Training (DEST) commissioned this report. The main activity was to evaluate options for assessing and reporting on eight employability skills against five criteria—validity, reliability, objectivity, feasibility, and usability—and to recommend a preferred approach. This work was undertaken by the Australian Council for Educational Research (ACER) in the period July 2007 to January 2008, during which time the (new) Department of Education, Employment and Workplace Relations (DEEWR) became responsible for the initiative.
