Community college enrollment doubled during the 1940s and 1950s, but during the 1940s and 1950s, it was not common to compare male and female enrollment patterns. For this study, I disaggregated male and female enrollment information from four editions of American Junior Colleges (1940, 1948, 1952, and 1956) in order to explore the gendered meaning of access in regard to two-year colleges during the 1940s and 1950s. The analysis compared male and female enrollment and graduation in pacesetter states within the community college movement. This dissertation uses historical analysis to understand the political and social conditions that allowed for the creation of a cabinet-level Department of Education when many congressional representatives, state governments, and citizens of the United States were ideologically against federal involvement in education. A cabinet-level Department of Education posed problems for the United States because nowhere in the nation’s Constitution is education mentioned, thus leaving education to be a function of the states according to the 10th Amendment. This study examines educational leadership internship experiences at four public University System of Georgia universities. It is a qualitative multiple case study. The research presented contributes to the literature by providing information about leadership training through internship programs that was collected via interviews with program faculty and documentary analysis. Presentation of the data in this manner offers a comprehensive description of internship experiences at four universities within the state of Georgia. In response to public concern over fairness in testing, conducting a differential item functioning (DIF) analysis is now standard practice for many large-scale testing programs (e.g., Scholastic Aptitude Test, intelligence tests, licensing exams). As highlighted by the Standards for Educational and Psychological Testing manual, the legal and ethical need to avoid bias when measuring examinee abilities is essential to fair testing practices (AERA-APA-NCME, 1999). The growth of the community college has created an access point for many students that traditionally would not pursue higher education. Although community colleges have soared in enrollment in the last forty years, the rate at which students persist and graduate has remained low compared to four-year institutions. Studies on college persistence and academic achievement indicate that there is a consistency of characteristics among community college, low-income, and first-generation students. Improving the teaching of English as a foreign language in public schools is a high priority for the Dominican administration elected in 2004. Consequently, the government’s plan of action includes a pilot project that integrates language teaching strategies and methods already found in the country’s private, K-12, foreign language programs. The purpose of this naturalistic inquiry was to investigate English teaching through case studies at two private schools in hopes of guiding the country’s educational policy. Governmentality And U.S. Congressional Discourse Regarding Abstinence-Only Sexuality Education, Wm S. Boozer

To investigate how federal discourse constructs adolescence, the author analyzed discussions of abstinence-only sexuality education from the U.S. Congressional Record from 2001 to 2007. He used grounded theory methodology to identify theoretical codes and construct a model from the data. The grounded theory developed focused on Congress’s maintenance of its role in mediating concern over the sexual behavior of adolescents as opposed to finding a solution to the problem it had identified. The author relates this theory to Foucault’s (1974/1991) concept of governmentality. He discusses Congress’s discourse about adolescence using Lesko’s (2001) confident characteristics of adolescence as a framework.

Using a quasi-experimental design, the author examined the effects of the Professional Development School Partnerships Deliver Success educational model on student academic achievement in science and mathematics in 12 high-needs, urban elementary, middle, and high schools in the southeastern United States. Student achievement was measured for first to eighth grade students by the State Criterion-Referenced Competency Test and for 11th-grade students by the State High School Graduation Test. 6 ANOVAs were used to compare baseline and year 1 performance data. This qualitative study investigated the roles students play in institutional decision-making, and in particular how the students perceive both what their roles should be and what their roles actually are. Five Student Government Association (SGA) presidents, serving sequential one-year terms from 1999 to 2004 at one campus of a multi-campus two-year public college located in a large metropolitan area in the southeast, were interviewed. This investigation examined the practice of relying on field test item calibrations in advance of the operational administration of a large scale assessment for purposes of equating and scaling. Often termed “pre-equating,” the effectiveness of this method is explored for a statewide, high-stakes assessment in grades three, five, and seven for the content areas of language arts, mathematics, and social studies. Pre-equated scaling was based on item calibrations using the Rasch model from an off-grade field test event in which students tested were one grade higher than the target population. It analyzes students’ career aspirations and life plans in both countries and how they cope with uncertainties at the labor market. Without a coordinated defense of the institution, public schools will arguably 1) grow increasingly regulated and/or 2) be shut down altogether.
