When it comes to departmental and institutional policies, department chairs frequently find themselves literally in the middle, tasked with implementing institutional policies coming from above and obligated to develop departmental policies that are needed for the department below. These policies can concern themselves with an almost unlimited range of topics, including curriculum and faculty issues, problems involving academic dishonesty and student complaints, and institutional initiatives such as cost savings and compliance directives. The purpose of this descriptive, mixed-method study was to explore the role that research evidence plays in policy-related decision-making within West Virginia’s higher education system, policymakers’ perceptions on the reliability and usefulness of various sources of information, and their insights related to factors that facilitate and/or impede the use of research evidence. Using data obtained through an internet-based questionnaire administered to more than 100 higher education policymakers, the study resulted in several notable findings, many of which reinforced similar findings uncovered in the review of the literature.

To address the school environment’s role on the influence of American children’s nutritional intake and participation in physical activity, the United States (US) Federal Government adopted the Healthy, Hunger-Free Kids Act of 2010, placing an emphasis on implementation of the local school wellness policy (LSW). This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.
One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.
Another aspect provided in this analysis is the changes established in response to court cases filed when school districts violated the provisions of the McKinney-Vento Act. The reauthorizations that followed each finding …

This case study examines a large Texas school district that implemented a “bring your own technology” (BYOT) technology policy. The study considers teachers’, administrators’, and students’ issues and challenges as a result of the implementation. The study finds that although this policy is aligned with national and state technology integration standards for education, it is problematic in reality. Questions are raised about equity and adequacy, the need for professional development to deal with implementation, and the intention versus the reality of BYOT policies.

This paper presents the results of an Internet survey of university Information Technology (IT) managers on the use/abuse of IT resources by a university’s students. The survey sought data on university size, public/private organization, whether there were policies in place on acceptable use of IT resources, possible student use and actions, and finally how IT resources were monitored if they were monitored. Results revealed that most universities had policies on the proper use of IT resources but were very unlikely to monitor use/abuse of IT resources mainly due to a lack of personnel. James G. Blaine was a prominent American politician of the late 19th Century. Although Blaine was an unsuccessful Republican candidate for President in 1884, U.S. Secretary of State, Speaker of the House, and a Senator from Maine, his primary legacy was the enshrinement of "anti-aid" amendments in the constitutions of 39 U.S. states. These so-called "Blaine Amendments" were designed to prohibit government funds from supporting "sectarian" religious organizations such as schools and charities. In Blaine's day, "sectarian" was widely understood to be a euphemism for "Catholic". Nondenominationally Protestant organizations such as the public schools of the day were considered to …

Placement tests are an integral aspect of the first-year experience. The percentage of American institutions with a Writing Across the Curriculum (WAC) program grew from 38% to 54% over the 20-year period from 1987 to 2008. Meanwhile the trajectory of the numeracy movement from publication of the popular book Innumeracy in 1988 to the appearance of Numeracy in 2008 was similar to the trajectory of the WAC movement from the publication of “Why Johnny Can’t Read” (1975) to the appearance of the first WAC journal in 1994. The responses of 63 adult literacy educators to an online survey suggest that professional development and training to meet the diverse contexts and practices in the field must attend to the embedded inequalities in access to quality literacy education for low income learners, and the marginalization of adult literacy work, which persists even as successive governments hail the importance of literacy education for citizenship and employment.

Few aspects of school are as controversial as the practice of grading, for grades affect students' educational opportunities. The purpose of this study was to identify the practices Catholic high-school teachers employed in determining students' grades. The study investigated the extent to which academic achievement comprised the grades teachers reported, and the extent to which teachers' practices are consistent with their expressed purposes for grading. The study also explored the extent to which Catholic teachers' grading practices are consistent with their schools' purpose for grading. This technical report summarizes new and existing data to address the question, “Does Head Start work for Indiana children, families, and communities?” Data sources consulted in this study include the state Head Start Program Information Report, local Indiana Head Start and Early Head Start Programs, existing national studies of Head Start and Early Head Start, and local and national data available on children’s development in early care and education programs for low-income families. For many years, one standard measurement of a school's success was The Blue Ribbon Award from 1982 through 2002. This award quantified success based on schools achieving successful outcomes in a variety of areas with specific criteria.
